Maryland ss'
At a Council in Assembly begun and held at the Town and
Port of Annapolis in Ann Arundell County the fifth day of
September in the third year of the Reigne of our Sovn Lady
Anne by the grace of God of England Scotland France and
Ireland And the Dominions thereunto belonging Queen De-
fender of the Faith &c Annoq Domini 1704 and there con-
tinued until the 3d day of October next ensuing.

His Excy laid before the Board what he intended to say to
the Assembly upon their first meeting which was read as fol-
lows Vizt
Mr Speaker & you Gentn Delegates

The Reasons why the last Sessions was so short and con-
sequently so little of the publick Business finished I presume
can be no new things to this present Assembly, And as most
of her Majesty's Royall Instructions were postponed to this
meeting I cannot doubt of your Advice & ready concurrence
in those weighty matters so heartily recommended by her
most gracious Majesty the Queen to your Serious Considera-
tion

Gentlemen
They shall be severally laid before you being thought by
her Majesty and her noble wise English privy Council to be
absolutely necessary and advantageous to your Country And
her Majestys Royall Sanction to the Laws revised and Enacted
now will Eternize the prudent Conduct of you.

Gentn Delegates
I dare assure you there cannot be any thing maturely Pro-
posed for the real good and Prosperity of this Province but
her Majesty will assent to it with all the Cheerful Willingness
