Saturday Morning 9th October 1714
Then the House met again according to Adjournment.
Ordered That Mr William Watts, a Member for Saint
Mary's County shew Cause next Sessions of Assembly why
he did not attend the Service of this House this psent Sessions.
The following Message being prepared was read and
ordered to be entered as follows Viz.

By the House of Delegates
9th October 1714

This House having taken into Consideration the deplorable
Condition of the Inhabitants of this Province, who made little
Tobacco this Year, that being their only Staple and Fund to
raise Money for discharging as well of the publick Levy as
their private Debts, and being willing to relieve them in their
present Exigence, and prevent the Imprisonment of her
Majesty's good Subjects of this her Province, do propose the
inserting a Clause in the Bill for proportioning the publick
Levy this Year, that no Execution shall, from the End till the
tenth Day of November one thousand seven hundred and
fifteen issue against the Body of any the Inhabitants of this
Province

Sent up by Colo Ward, Mr Stoddart, Mr Lloyd, Mr Amos
Garrett, Capt. Codd and Mr Samuel Worthington.
They return and say they delivered their Message.
Colo William Holland and Colo Samuel Young from the
Honble Council enter the House and deliver Mr Speaker the
following Message Viz.

By his Excy the Govr and Council in Assembly
9th October 1714

On Consideration of your Message by Lieut. Colo Ward
and five others of your House it has been debated at this
Board whether we should concur with your Proposal therein
that a Clause should be inserted in the Bill for levying the
publick Charge that no Execution shall from the End of this
Sessions to the tenth Day of January one thousand seven
hundred and fifteen issue agt the Body of any the Inhabitants
of this Province. And it is Resolved (nemine contradicente)
that the same is against the Current of the Law and would
introduce great Confusion and Mischief. So that tho' his
Excy the Govr and every Member of this Board are heartily
