Unless those which are now required are filled up to the full estab-
lishment no effectual opposition can be made; nor can I pretend to be
responsible for consequences without it.
Nothing on my part shall be wanting to discharge the duties of
my command as far as my abilities shall extend or the means put in
my hands are competent to the end. But without support I see my-
self devoted to ruin and the Southern States to subjection. And I
wish these that now seem at a distance from the scene of operations
may not rest in the shadow of security untill the ravaging hand of war
begins to spread desolation and horror within their jurisdictions.
I flatter myself as well from the past conduct of the Legislature of
this State, as from the assurances of the Committee of the two
houses, who did me the honor of a conferrence this morning, that
they are actuated by too just principles and [have] too clear
a view of their own situation to need arguments to induce them to
give all the aid in their power.
I do myself the honor to enclose your Excellency a request for
some supplies which are absolutely necessary for the establishment
of the Southern Army, and which I wish to be laid before the honble
the Senate and the House of Delegates; and doubt not their ready
compliance. In this persuasion I shall proceed to the Army, having
instructed General Gist to wait upon your Excellency and take your
orders from time to time relative to the several matters contained in
the requisition

[Requisition made by Gen. Greene to the State of Maryland]

1st That the State complete their five Regts of Infantry agree-
able to the establishment made by Congress the 21st September as
soon as possible.
2dly That they cloath, arm and equip them fit for actual service.
The arms will be replaced as soon as they can be forwarded from
the Eastern States.
3dly That they immediately furnish one hundred good road wag-
gons, with four horses a waggoner and harness complete to each,
4thly That the State immediately furnish sixty good dragoon
horses for Major Lee's Legion. These horses must be of the best
kind, or they will be unsuitable for the service they are intended.
5thly That the State immediately raise twenty two men to serve
in the corps of Artificers; of whom ten should be Carpenters six
Blacksmiths, four Wheelwrights and two Harness makers.
6thly That they furnish immediately One thousand pounds in
Specie for the purpose of procuring intelligence.
7thly That the State give every necessary aid to the D. Quarter
Master for the State, in forwarding all Stores for the Southern
Army on his application.
