this State, he was committed to the Goal of this County from whence
he escaped soon after which I met with him in Virginia and had him
secured and delivered to the Sheriff of Worcester to be sent to
Baltimore but he again made his Escape. I am informed by a Letter
of the fifth Instant from Colo T. Bayly one of the Delegates of the
State of Virginia, that he is now confined at Richmond to take his
Trial at their approaching Court for Treason committed against that
State. Col. Bayly is apprehensive that the Testimony will be incom-
plete from the absence of Witnesses and that he will be discharged,
unless this State should make a Requisition of his being delivered
up for a Trial. I shall only add that he was taken 2 years or more
past in this Bay in Arms against us, and that he was one of the
Number who boarded and took a Vessel in this Bay a little below
Annapolis And submit to your Excellency the Propriety of making
Application to the State of Virginia upon the Subject.

[Jacob Owens To his Excellency the Governor and the Honorable
the Council of the State of Maryland.]

Your Petitioner for a long time hath been rendered incapable of
doing any Duty, he having a very sore finger, which still continues
so, and is now in a very bad and dangerous state, altho he has tried
many methods to effectuate the cure thereof.
Your Petitioner further sheweth unto Your Excellency & Honors
that should he be obliged to go to Camp at the time his Furlough
expires he is apprehensive that in his present situation it would not
only endanger the loss of his Finger but that of his Hand, if not
attended with more fatal Consequences, that being totally incapaci-
tated to do any Duty or render his Country any Service until a Cure
is made of his Finger, therefore prays Yr Excelly & Honors to take
his case into consideration, and to grant him a further Time in order
that he may be enabled to effect the Cure of his Finger aforesaid.

Quota of Troops &c. which I have transmitted by Order of your
