such Manner as to have in Circulation a greater Amount than their
respective Quotas of the new Bills
And in Order that Justice be done to the Creditors of these United
States for Supplies furnished the Army or Transportation thereof,
Provision is made by this Act that such Creditors be paid the just
Value of their Debts, to be ascertained in the Manner expressed in
the Act, and all Debts due to the United States are to be justly paid
in like Manner

Gentlemen This Morning Colo Donaldson Yeats who is appointed
D. Q. M Gl for this Post, waited on me, to receive the Stores wag-
gons, and every other matter relative to that Department which I
with much Chearfulness am about to deliver up to him, and am
happy so worthy a Gentleman is appointed, by my appointment of
the 9th June 1780 (by Act of Assembly of this State 2d May) I am
appointed to receive the provisions of this State, and Deliver them
to such persons as are appointed by Congress, and by several letters
since am directed to Examine weigh and report said provisions, to
your Excellency and Honours I have been lead to look on this ap-
pointment as from Your Excellency and Honor, by Authority of the
Act of Assembly, of this State, (entirely independant of my late
appointment as D O M Gl) and do therefore submit it to your Ex-
cellency and Honors, whither I am to exercise said appointment in
future as an Officer of this State or not.
P. S. rest assured Gentleman that nothing on my part shall be
wanting to make Colo Yeates's appointment as agreeable to himself
and advantageous to the Public as possibly in my power

[Wm. Henchman, Annapolis Goal, to his Excellency the Governor
and the Honble the Council of the State of Maryland]

The Humble Petition of William Henchman of Dorchester County
sheweth that your Petitioner charged before your Honours with
trading with the Enemy (by his Declaration to Mr John Chalmers
of the City of Annapolis) was thereupon committed as a Person
whose going at large may be dangerous to the State, and your
Petitioner is informed he is to be conveyed to Frederick Town.
Your Petitioner begs leave to represent that he took the Oath of
allegiance to this State in the Manner and time prescribed bv Law ;
that he constantly performed his Duty as a private in the Militia;
and ever behaved himself as a good and faithfull Subject while in
the service of the State on board the schooner Molly and the General
Smallwood, and ever since
Your Petitioner solemnly denies that he ever dealt with or ever
had any Connection or Communication with the Enemy, or any of
