We are well informed that you have undertaken to prolong the
Time for which Furloughs have been granted by the Officers to the
Soldiers of the United States. A little Reflection will convince you
that this is an unwarrantable Assumption of Power, and must be
attended with Consequences very detrimental to the States and injuri-
ous to the Soldiers, and we therefore admonish you not to exercise
this Power in Future. The Soldiers whose Furloughs you have,
illegally, renewed, have, by regarding your assumed Power, in not
returning at the Time stipulated by the Officers, subjected them-
selves to capital Punishment for Desertion, and we consider it your
indispensable Duty to inform them immediately, that you had no
Authority to extend the Time of their Furloughs, and that they
should, without Delay, return to the Place mentioned by their Officer

Monday 13th January 1783

His Excellency the Governor & all Members present
Ordered that the western shore Treasurer pay to Thomas Town-
send eighteen pounds, specie due him per Account passed. —
That the said Treasurer pay to Dyre Betton Esqr Surveyor of
That the said Treasurer pay to Robert Smith thirty seven pounds,
four shillings specie due him per account passed. —
That the said Treasurer pay to Dyre Betton Esqr Surveyor of
Queen Anns County Fifty four pounds, nine shillings and nine pence
three farthings per Account passed. —
It appearing from the Certificate of Capt Eckess that Martin
Fletcher a Militia Man of Frederick County, served under him his
Tour of Duty, instead of serving it under Capt Daniel Smith for
which he was fined £20 — We therefore remit the whole of the said
Fine. —

It appearing that Alexander Major of Frederick County was fined
Twenty pounds by a Court Martial for not marching to George
Town — And it being represented by a Letter from William Win-
