THE 1762 SUPPLY OR ASSESSMENT BILL

[THE £45,000 SUPPLY BILL FOR His MAJESTY'S SER-
VICE, OR THE ASSESSMENT BILL AS IT WAS COMMONLY
CALLED, AFTER IT HAD BEEN PASSED BY THE LOWER HOUSE
AT THE 1762 SESSION, WAS REJECTED IN THE UPPER
HOUSE, AS HAD BEEN EIGHT SIMILAR SUPPLY BILLS DURING
THE PRECEDING FIVE YEARS. THE BILL WAS NOT ENTERED
IN THE JOURNAL OF EITHER HOUSE OF ASSEMBLY, AND
THE ONLY RECORDED COPY OF IT IS TO BE FOUND IN THE
FORM OF A VERY RARE CONTEMPORARY PAMPHLET, OF
WHICH ONLY TWO EXAMPLES ARE KNOWN TO EXIST,
PRINTED BY JONAS GREEN BY ORDER OF THE LOWER
HOUSE, WHICH ON APRIL 20TH, 1762, DIRECTED THE
PRINTING OF THE ASSESSMENT BlLL "TOGETHER WITH

THE SEVERAL MESSAGES RELATIVE THERETO" (P. 148). IT

IS REPRINTED HERE FROM THE COPY IN THE MARYLAND
HISTORICAL SOCIETY. IT APPEARS IN THE FORM OF A
QUARTO PAMPHLET OF SIXTY-FOUR PAGES. THE TITLE
PAGE AND MESSAGES BETWEEN THE TWO HOUSES COMPOSE
THE FIRST TEN NUMBERED PAGES OF THIS PAMPHLET.
THEN FOLLOWS THE ADDRESS OF THE UPPER HOUSE TO
GOVERNOR SHARPE ON FOUR UNNUMBERED PAGES. FOL-
LOWING THIS is THE ASSESSMENT BILL ITSELF ON PAGES

NUMBERED 1 1 TO 59. IT WOULD APPEAR THAT THE UPPER
HOUSE ADDRESS TO SHARPE WITHOUT PAGINATION WAS
INSERTED AS A PART OF THE PAMPHLET AFTER THE MES-
SAGES BETWEEN THE TWO HOUSES AND THE BILL ITSELF
HAD BEEN PRINTED BY ORDER OF THE LOWER HOUSE. IT

WOULD BE INTERESTING TO KNOW WHETHER THIS WAS
DONE WITHOUT THE KNOWLEDGE AND APPROVAL OF THE
LOWER HOUSE. EDITOR'S NOTE.]


A Bill for raising a Supply for His Majesty's Service: Which was
framed by the Lower House of Assembly of the Province of Mary-
land, at a session held at the city of Annapolis, in March 1762, and
rejected by the Upper House. To which is prefixed all the messages
which passed between the two Houses, relating thereto.
