such Proprietor or other Person by him appointed, to be safely and
securely carried to any of the Warehouses to be erected in virtue of
this Act, at any of the Places aforesaid, that shall be named by
such Proprietor, either by Land or Water, if to the Warehouses,
in the same Place or next adjacent to the Place where such Delivery
shall be, or by Water if to any of the other Warehouses to be
erected in virtue of this Act. And such Inspector or Inspectors, shall
also at the Time of such Delivery of Tobacco, if the same is de-
signed to be carried to any Warehouse, of which he or they hath
or have not the Charge and Keeping, also deliver to the Person

with a fair
List thereof.

who is to carry such Tobacco, a fair List or Certificate, containing
the Marks, Numbers, Gross, Tare, and Nett Weight of the Tobacco
delivered, the Proprietor's Name, the Inspecting House, at which, the
Name of the Person, to whom, the Time when delivered, and the
Warehouse at which the same is designed to be delivered.

VIII. Provided always, and be it Enacted, That before any To-
bacco shall be delivered out of any Inspecting House, to be carried
and conveyed to any Warehouse as aforesaid, the Person to whom
the same shall be delivered, shall take an Oath or Affirmation if a
Quaker, before the Inspector or Inspectors of such House, at which
the same shall be delivered (who are hereby authorized and required

to administer the same), "That he will with all Opportunity convey,
or cause to be conveyed to the Warehouse Keeper or Keepers, at the
Place at which the Tobacco to be sent by him shall be intended to be
delivered, all Tobacco that shall be delivered to him to be carried to
such Place, and the same will deliver to the Warehouse Keeper
aforesaid. And that he will not take or suffer to be taken by any
other Person whatever, any Tobacco out of any such Hogshead or

Hogsheads, or other Casks or Cases, and that he will not wilfully
Damage or suffer to be Damaged such Tobacco, whilst the same
shall remain under his Care or Management." Of all which De-
liveries of Tobacco in virtue of this Act, the Inspector or Inspectors
respectively, shall and are hereby directed to keep a fair and distinct
Account.

IX. And be it further Enacted, That the Keeper or Keepers of
the said Warehouses, to be erected in virtue of this Act, shall,
and they are hereby directed upon the Delivery to him or them,
of any of the said Tobaccoes, in their respective Warehouses, which
had been before delivered out of any Inspecting House, and upon
the Delivery, also at the same Time of such List or Certificate as
aforesaid, where by this Act such List or Certificate is directed to
be given, receive and safe keep such Tobacco, and shall file such
List or Certificate, give a Receipt for such Tobacco, and also enter
the same in a Book to be provided and kept for that Purpose, ex-
pressing in such Receipt and Book, the Inspecting House from
whence such Tobacco shall be brought, the Name of the Person
by whom brought, the Name of the Proprietor, the Marks, Numbers,
