Gross, Tare, and Nett Weight of such Tobacco, and the Order or
Condition of the Hogshead, Cask or Case, in which the same shall
be contained. And shall also upon the Order or Request of the
Proprietor of any Tobacco in his Custody, and Delivery up of the
Receipt of such Warehouse Keeper or Keepers, deliver out such
Tobacco, to any Skipper of a Boat, Flat or other Craft, to be Water-
borne and safely carried on board any Ship or other Vessel, duly
qualified to lade Tobacco for Exportation; such Warehouse Keeper
or Keepers, at the same Time making and delivering to such Skipper,
a List or Certificate in the Nature of an Inspectors List or Manifest,
and such Skipper taking such Oath or Affirmation, for the safe
keeping and delivery of such Tobacco on board the Ship or Vessel
in which the same is designed to be exported, as Skippers of Flats,

Sloops or other Vessels, are obliged to take before they receive To-
bacco, by the Act, entitled, An Act for amending the Staple of
Tobacco, for preventing Frauds in his Majesty's Customs, and for
the Limitation of Officers Fees, which Oath or Affirmation, any one
of the said Warehouse Keepers are hereby impowered, and every of
them, respectively, shall administer.

X. Provided always, and be it Enacted, That before any Ware

house Keeper or Keepers, shall be obliged or compellable to deliver
any Tobacco out of their respective Warehouses, to be erected in
virtue of this Act, the Skipper of such Tobacco, shall, and is hereby
obliged to pay to such Warehouse Keeper or Keepers, the Sum of
.... for every Hogshead, Cask, or Case of Tobacco, then ordered
or requested to be delivered for Exportation, as a Fee to such Ware-
house Keeper or Keepers for his or their Trouble, in receiving,
taking Care of, and delivering such Tobacco.

XI. And be it further Enacted, That the Masters of all Ships and
other Vessels, duly qualified to lade Tobacco for Exportation, may
receive and lade Tobacco so delivered as aforesaid, from the Ware-
houses, to be erected in virtue of this Act, on board their respective
Ships or Vessels, in the same Manner that they may now lade
Tobacco, delivered out of the Inspecting Houses for Exportation,
and the Warehouse Keeper or Keeper's said Lists, shall be delivered
to the Naval Officer who shall clear out such Tobacco before such
Tobacco shall be cleared out: Which Lists shall by the said Naval
Officer be kept with, and in the same Manner, as Inspectors Lists or
Manifests are directed to be kept, by the before-mentioned Act; any
Law to the contrary notwithstanding.

XII. And whereas, from Stress of Weather, the Warehouses at
the Place where Tobacco is designed to be stored, or the Ship or
Vessel in which it was intended to be exported, being so full that
such Warehouses, Ship or Vessel, may not be capable of storing all
the Tobacco mentioned in such List; or from some other unavoid-
able Accident, the Skippers of Sloops, Flats, or other Craft, may
not be able to deliver the Tobacco received by them, in virtue of this
