they have been able to get, do find that the principal facts contained
in the said petition, are true viz.t That the said John Macpherson
is, and hath been, for sometime confined in said County jail: That
he is very largely indebted to a number of persons (the particulars of
which, your committee are not informed of) so as that there is no
probability of his being able to extricate himself, without the aid
and assistance of the legislature; and that the yearly income of the
said John Macpherson, arising from the 30 per poll, may be about
twenty six thousand pounds of tobacco, almost the whole of which
is paid in tobacco. Your committee have also been informed, that
there is about the quantity of one hundred and fifty acres of glebe
land with some improvements thereon, (which now rents for ten
pounds currency a year) and about thirteen or fourteen working
negroes, and six or eight negro children belonging to the incumbent
of said parish for the time being: That the said John Macpherson
has also a lease, for one life only, of a parcel of valuable land lying
in the County aforesaid containing about one hundred and fifty acres ;
but your committee are informed, and believe it to be true, that there
is a mortgage which was made about two years ago, upon the said
leased land, and also upon the negroes belonging to the glebe, to M.r
Thomas Contee, for the payment of a considerable debt due to the
said M.r Contee; but your committee are not informed how much.
With regard to the Cudbear works, in Scotland, your committee have
not been able to get any information relative to these works that can
be depended on; but beg leave to suggest to this honorable house,
that the same may be conveyed to trustees for the benefit of the
creditors should an act pass for the relief of the petitioner. All which
is submitted to the consideration of the honorable house.

M.r Allen brought in, and delivered to M.r speaker, a bill entitled
an act for the relief of Joseph Scott of Worcester County: Which
was read the first time and ordered to lie on the table.
M.r Johnson brought in and delivered to M.r speaker, the bill
entitled an act to prevent any obstruction of the navigation in River
Potowmack: Which was read the first time and ordered to lie or
the table.
M.r J. Dashiel brought in, and delivered to M.r speaker a bill en-
titled an act to impower the justices of Somerset and Worcester
Counties to levy on the taxable inhabitants of Stepney parish in
Somerset and Worcester Counties, the quantity of one hundred
and sixty thousand pounds of tobacco for the uses therein men-
tioned: Which was read the first time and ordered to lie on the
table.
On reading the second time the bill entitled an act for lengthen-
ing the time of inspecting tobacco in Frederick County: Orderec
that the same be committed for amendments.
