340 "Journal of the Council"

Neutrality of the United States, and with their assistance to take prudent, and if need,
vigorous measures for the purpose of carrying into effect the Object of the President of the
United States as expressed in the above recited letters, the said John Kilty Esquire being
hereby constituted the representative of the Executive power of this [p. 257] State
for the aforesaid purpose, and being vested with full power to effect the views of the federal
Executive so far as this Board has authority to confer the same.

Monday 19th. August 1793

The Council met.
Present Mr Brice

Mr Kilty

Mr Davidson

Ordered that John Shaw, Armourer deliver to Mr Henry Speck One hundred and fifty
Stand of Arms with Accoutrements, Seventy five Stand part thereof to be by him delivered
over to Hugh Thompson, William Lowrey, Robert Taylor and John C Seton Officers of a
volunteer Company of Militia formed in Baltimore town, the residue to be delivered over to
John Mackenheimer, Henry Speck and John Shrim j'r likewise Officers of a Volunteer
Company of Militia formed in said Town, who are to return the same in good order when
called for.

Tuesday 20th. August 1793

The Council met.

Present as on yesterday.

[p. 258] Ordered that the western shore Treasurer pay to Benjamin Rumsey Esq'r. Fifty
pounds for one quarter's salary as a Judge of the Court of appeals due the 1st instant.

Wednesday 21st. August 1793

The Council met.

Present as on yesterday.

Joseph Owen is hereby appointed Surveyor to complete the Surveys of the Manors and
reserved Lands in Charles County in virtue of the Act entitled "An Act ascertaining the
mode of granting titles to the purchases of certain confiscated property."

Friday 23d. August 1793

The Council met.
Present as on Wednesday.

Ordered that the western shore Treasurer pay to William Gilmour Thirty seven pounds,
ten shillings on Account.

Monday 26. August 1793

The Council met.
Present as on Friday.
