Under its provisions an election is to take place
in this city on the fourth Wednesday in October
next, and on the same day every four years
thereafter, for a mayor, whose term shall com-
mence on the first Monday in the succeeding
November, and continue for four years, or until
his successor shall be qualified. Members of
both branches of the City Council are to be
chosen at the same time also, in 1867, and
thereafter, for the First Branch each year, and
for the Second Branch every second year, their
sessions to commence on the third Monday of
January and not to continue more than ninety
days, exclusive of Sundays. It is provided in
the judiciary article that the election for the
Baltimore city judges, including the judge of
the Court of Appeals, shall take place at the

at the time of the general elections in November.
The constitution was submitted to the people on Sep-
