I know something of the objectives and the successes of this Na-
tional Rivers and Harbors Congress in husbanding the finest of our
natural resources—water. You have made notable achievements in the
areas of flood control, navigation, irrigation, conservation and power
development. You have done a splendid job in promoting a sound
development of the country's water resources.

We in Maryland are particularly grateful to you for the good work
you have done for the improvement of harbors and waterways. And
we solicit your cooperation especially in aiding us to obtain a deepen-
ing of our harbor to accomodate the huge cargo ships now being used
in the commerce of the world.

As Governor of the State, I extend to all of you a warm welcome
to Maryland. I sincerely hope that your visit will be a pleasant one
and that you will find it possible to return soon and often.
