teachers of the State. How do you feel about that in the light of the
Burch opinion with regard to representation of police?

A. I'm not sure, Jerry, that we can relate the two because the repre-
sentation of policemen is a little different than that of other public
employees. I haven't made up my mind totally, but as I understand
the right of groups of employees to be represented by other people, I
think there has to be flexibility in this regard. And I don't think it
is a question of the employer's acceptance of these people, for what-
ever reason he may think he wishes to accept or reject them, that's im-
portant. I think it's whether in effect they do represent reasonably
sizeable groups of employees. I suppose that what I'm saying is that,
without having looked at that bill in great detail, if there are teachers
in large numbers who wish to be represented by other bargaining
heads, I think they are entitled to be represented by them.

Q. Does this mean then that you have some doubts about any one
of the proposals?

A. Yes, I have grave reservations about it. I'm going to look very
carefully at the bill.

Q. If it is passed and comes across your desk for signature, will you
look at the bill?

A. Yes, I am going to look at it before then.

Q. Governor, are there any bills on your desk right now set in piles
that may be veto bills?

A. No.

Q. How about the river bill, Governor? County liquor board? How
it got there?

A. No.

Q. Have you set up any meeting with Pepersack?

A. No.

Q. What is the progress of recruitment, Governor?

A. Well, I am awaiting nominees from the Advisory Board of Cor-
rections for this ad hoc committee that's going to handle the question
of employing a new Director of Corrections. I expect I may have their
recommendations on the board today. They are sending me three
people from their board which I intend to supplement by maybe
two or three other outstanding citizens.
