A. No, I'm not really surprised that such a few members of the Legis-
lature did file. Most of them find it rather burdensome to attend the
regular session, to take that time out of their normal vocational life.
So it's hard to give an additional three to four months on top of that.
Q. Governor, Elroy Boyer, chairman of the legislative Constitutional
Convention Committee, said today that the convention election was
developing into popularity. People who have the biggest names, and
before the public for years, have the best chance to win, because for
one reason the Convention Commission has not yet issued its final re-
port and so there's very little on which to campaign. Do you have any
comment on that?
A. I think that most elections do develop into popularity contests. I
recognize the points you make that the material upon which to cam-
paign is rather sparse. But a good candidate for the Constitutional
Convention should be able to produce his own material. He should
have some ideas about what he wants to accomplish in this convention
without reading what somebody thinks he should do. So it's not really
a totally valid position to take that simply because he can't figure out
what the people want him to do, he's handicapped.
Q. Governor, there was another suspension yesterday within the penal
system. Have you heard anything further from either the Attorney
General or the State Police as to the progress of the investigation?
A. Yes, I have been in very recent touch with the Attorney General.
As a matter of fact, Mr. Lally, my program executive in that area,
sits in all those meetings to keep me in close touch with the proceed-
ings. It looks to me, because the scope of the probe has constantly
widened and with new rackets being divulged in the course of the
investigation, that at least another 60 days will be required to complete
it.
Q. What about the post of Director of the Department of Correction?
How are we progressing there?
A. I haven't talked with Judge Michaelson, the Chairman of the ad
hoc committee, recently, but we're sending him all of the applications
we receive and that committee is going forward with its screening of
applicants. I don't have anything definite to tell you on that this
morning.
Q. Governor, three months ago this morning, you stood out here and
took an oath, or rather went in the Senate chamber and took an oath,
