campaign and I said it this year — I will not support any legislation
that would interfere with the right of an individual home owner to
dispose of his or her property, through single, casual or isolated resale
of his or her property, to whomever he or she may please to sell it. I
don't think this is a necessity in obtaining equality in the housing
field. I think it opens a Pandora's box of abuses and intrusions into
areas where government should stay out.

Q. Governor, you opened up the issue of the Vietnam war. Are you
in favor of the latest military moves by the President?

A. The President has my full support in what he is doing in Viet-
nam, and until somebody gives me some good information, reliable
information based on personal observation of experts in that area,
I'm going to stick with the President of the United States.

Q. It was announced this morning, Governor, that General West-
moreland will come to Washington to address Congress and also to
address Governors. Have you been invited?

A. Yes, I have, and I'm going to try to attend that luncheon.

Q. Governor, are both of your Baltimore County School Board ap-
pointments recommended by the convention?

A. Yes, both my appointments are recommended by the convention.

Q. In line with this Governor, it looks like you're going to try to
get these conventions in every section of the State. If that happens
would you go along with the recommendations of the convention as
you have gone along with recommendations of the bar association for
judgeship appointments?

A. I would think I would unless there was some very unusual reason
for not following the recommendation. I think this is a good way to
assist the Governor in screening the candidates. Who would know
more about the activity and the dedication of an individual in the
area of education than those who are working in it on a day to day
basis? This doesn't mean that I would forgo the right to depart from
those lists if I thought there was a very good reason for doing so. But
I'm persuaded to try to stay within lists unless there is an excellent
reason to depart from them.

Q. There have been charges leveled by Baltimore members of the
Legislature against McKeldin's administration, that the administration
had broken faith with the Legislature in failing to go along with
