398 ADDRESSES AND STATE PAPERS

A. The Office of Economic Opportunity. Mr. Sanchez is the director
of the middle-Atlantic region. He met with me this morning along
with the various state directors from the seven or eight states involved.

Q. Did your discussion touch on the State setting up vocational re-
habilitation schools to be located in Baltimore County and Anne
Arundel County?

A. No, the State was not brought into that discussion. I'm most in-
terested in the provision of additional vocational education oppor-
tunities, but I think that the location and the scope of these schools
needs a thorough study by our educational authorities at the State and
local levels before we make any determination as to where they're to
go. For example, when I was in Baltimore County we talked about
vocational schools in the southeastern and southwestern parts of the
county. Now, this is just one county, so if they figure they need two
big vocational schools, I don't think it's feasible to have one school
handling three counties or two counties and the City.

Q. On this subject, if the State and Federal governments put up the
money, would you agree to that?

A. The state is getting very poor. I say that not to cry, but I point
out that for education the State provided the subdivisions with $00
million this year. It's not realistic to think that the State, which is
not receiving any increased assistance from the federal government,
can continue to increase the amount of its assistance to local govern-
ments. We put in a tax program that was quite a departure from the
norm and we've taken a lot of abuse for it. I'm still not apologizing
for it. I'm still proud of it. I still think it was necessary. But I don't
think it is realistic to think that the State should be the fountain
from which all programs flow. There must be a concurrent Federal and

local effort along -with the State's effort.

Q. Have you any suggestions on an airport authority?

A. No, I have not. I feel very strongly that we should create an air-
port authority. Not just to include Friendship, but to include other
airports of a general aviation and commercial nature. I think that
we're working on such a program. Mr. Crane, Mr. Mandel and I have
discussed it, and I would hope that we'll have some legislation ready
for the next session of the General Assembly. This is not to criticize
Baltimore City's handling of Friendship. I think they have done an
excellent job with it, but they just don't have the money to expand
it to the degree needed, and they don't have the collateral geographic
scope to operate other possibly profitable enterprises to supplement
