676 ADDRESSES AND STATE PAPERS

— Utilizing the added, available benefit of maximum Federal funds.

— Provisions of the Comprehensive Water Pollution Control Act —
Including Authorization of a $129 Million Bond Issue

\. $100 million to go into a Sanitary Sewerage Facilities fund to
provide State grants and prepay Federal grants to defray construction
costs of sewage treatment plants and related facilities meeting State
and Federal specifications.

— Local governments may receive at least 25 percent of construc-
tion costs from State, and State will advance any deficiency in
Federal funds so that guaranteed State-Federal share will be at
least 75 percent of total costs.

— Any additional Federal grants to local governments from sources
other than Water Pollution Control Administration will not be
used to offset or reduce State grants.

2. Demonstration Projects Incentives

— Under Federal Water Pollution Control Act, Federal grants up
to 75 percent of costs of sewers and treatment plants are available
to communities initiating model programs to demonstrate:
A. Improved methods of controlling the discharge of untreated
or inadequately treated sewage from sewers carrying storm-
water and/or storm water and sewage.

B. Advanced waste treatment and water purification methods.
C. New or improved methods of joint treatment for municipal
and industrial wastes.

— When a community receives a Federal demonstration grant for
any of the above purposes, State funds may be used to share the
remaining cost with the community.

3. Loans for Sewer Construction

— $25 million to establish a revolving fund to provide loans to
defray construction costs for lateral sewers and other sewer facili-
ties not eligible for other State assistance.

— Projects must conform to County Water and Sewerage Planning
Acts.

— Loans must be repaid in 30 years and cannot exceed $250, 000 on
any single project.

4. Comprehensive Regional Programs

— $4 million allocated to match Federal grants offered for planning
and developing river basin and other regional water pollution
control programs.
