NOVEMBER SESSION, 1799,

Being the FIRST SESSION of this ASSEMBLY.

T    U    E    S    D    A    Y,    November 5, 1799.

    MONDAY the fourth instant, being the day appointed by the constitution and form of government
for the meeting of the legislature of this state, several of the members of this
house accordingly met, and a sufficient number of members to proceed on business not
appearing, the house adjourned until this day, when the following members appeared, viz.

    A sufficient number of delegates being convened, they severally qualified in the presence of
each other, by taking the several oaths required by the constitution and form of government,
ascribing a declaration on their belief in the christian religion, and by taking, repeating and
ascribing, an oath to support the constitution of the United States.
    The house proceeded to ballot for a speaker, and the ballots being deposited in the ballot box,
a gentlemen named to strike retired, and after some time returned and reported, that the honourable
Henry Henley Chapman, Esquire, was unanimously elected.
    The house appointed Mr. William Harwood clerk, and Mr. John Bowie Duckett assistant clerk.
ORDERED, That they qualify as such, by taking the several oaths required, subscribing a declaration
of their belief in the christian religion, and by taking an oath that they will honestly,
