Your committee further report, that it appears from the return of the sheriff of Washington
county, that the election for delegates in said county was held by Jonas McPherson, a deputy of
the said sheriff, and that there were no other candidates but John Buchanan, Ambrose Geoghegan,
James McClain and John Cellar, Esquires, who are returned by the sheriff of said county as duly
elected; that the said sheriff has not certified whether he was prevented from attending said
election by sickness, to ascertain which fact your committee are of opinion, that the said sheriff
should be summoned to the bar of the house to correct his return.

    A petition from sundry inhabitants of Allegany county, praying an act may pass to lay out a
road between the plantations of Asa Beall and William Codding, and from thence through the
land of William Coddington, and others, to the line that divides the state of Maryland from
Virginia, was preferred, read, and referred to Mr. Perry, Mr. Beall and Mr. Tomlinson, to
consider and report thereon.
    A petition from William Willcoxen, of Montgomery county, praying an act may pass for
changing the name of a certain William Taylor, of said county, into William Willcoxen, was
preferred, read, and referred to Mr. Magruder, Mr. Perry and Mr. Riley, to consider and report
thereon.

    THE house met.  Present the same members as on yesterday.  The proceedings of yesterday
were read.  Mr. Thomas Turner, a delegate returned for Montgomery county, Mr. Job
Haynes, a delegate returned for Cæcil county, and Mr. John Thomas, a delegate returned for 
Frederick county, appeared, and after qualifying in the mode prescribed by the constitution and 
form of government, and taking the oath to support the constitution of the United States, took
their seats in the house.
    Petitions from Theodore Beall and Daniel Cost, of Frederick county, and William Cranch, of
the city of Washington, praying acts of insolvency, were preferred, read, and referred to the
committee appointed on petitions of a similar nature.
    The report on the petition of John Monroe, senior, was read the second time, concurred with,
and leave given to bring in a bill pursuant thereto.  ORDERED, That the committee appointed on
the said petition prepare and bring in the same.
    On motion, Leave given to bring in a bill to settle the rate of interest to be allowed on open
accounts.  ORDERED That Mr. Brome, Mr. Taney and Mr. Key, be a committee to prepare
and bring in the same.
    A petition from sundry inhabitants of Taney-town, in Frederick county, praying they may be
authorised, by lottery, to raise a sum of money for the purpose of finishing a public well in said
town, was preferred, read, and referred to Mr. Sappington, Mr. Thomas and Mr. Shriver, to
consider and report thereon.
    On motion, Leave given to bring in a bill to appoint a wreck-master in Worcester county.
ORDERED, That Mr. Purnell, Mr. Franklin and Mr. Turner, be a committee to prepare and
bring in the same.
    Mr. McPherson, from the committee, brings in and delivers to the speaker a bill, entitled,
An act to empower the justices of the levy court of Charles county to assess and levy annually a
sum of money for the purpose therein mentioned; which was read the first time and ordered to
lie on the table.
    A petition from Eliphaz Douglas, praying the state to relinquish their right to certain confiscated
property called the Hop Yard, was preferred, read, and referred to Mr. Thomas, Mr.
Duckett and Mr. Key to consider and report thereon.
    Mr. Sappington, from the committee, brings in and delivers to the speaker the following report:
    THE committee, to whom was referred the petition of sundry inhabitants of Taney-town, in
Frederick county, have taken the same into consideration, and are of opinion the prayer thereof
is reasonable, and ought to be granted.
