The PRESIDENT having stated that appli-
cation had been made by the Blind Asylum
for the use of the hall to hold a concert,
Mr. DANIEL submitted the following order:
Ordered, That the use of this Hall be grant-
ed to the Blind Asylum of Baltimore on
Wednesday evening next, the first of June,
for the purpose of holding a concert.
Mr. STOCKBRIDGE inquired whether the ap-
plication was from the Managers of the State
institution, or merely from blind persons con-
nected with it. Such applications bad been
made before by blind persons who had no
connection with the Institution. While he
should think it proper to grant the use of the
Hall to the State Institution, be could not
vote to grant it to unknown persons outside,
however unfortunate,
The PRESIDENT stated that the application
was made by Mr. Stewart.
Mr. DANIEL. I think Mr. Stewart's name
is sufficient.
The order was adopted.
REPORT ON CIVIL OFFICES.
Mr. CLARKE, from the Committee to con-
sider and report respecting the Appointment,
Tenure of Office, Duties and Compensation of
all Civil Offices not embraced in the duties of
other Standing Committees, submitted the
following report, which was read the first
time:
The Committee to consider and report re-
specting the Appointment, Tenure of Office,
Duties and Compensation of all Civil Offices
not embraced in the duties of other Standing
Committees, respectfully submit the following
article and sections to be embodied in the
Constitution:
Section 1. The Governor, the Comptroller
of the Treasury and the Treasurer, shall con-
stitute the Board of Public Works, who shall
exercise a diligent and faithful supervision
of all public works in which the State may
be interested as stockholder or creditor, and
shall appoint the directors in every rail-
road or canal company in which the State
has the legal power to appoint directors,
which said directors shall represent the State
in all meetings of the stockholders of every
railroad or canal company in which the
State is a stockholder; it shall be the duty
of the said Board of Public Works to receive
from time to time, the rate of tolls adoptee
by any company, use all legal powers which
they may possess to obtain the establishment
of rates of tolls, which may prevent an inju-
rious competition with each other, to the det-
riment of the interests of the State, and so to
adjust them as to promote the agriculture of
the State; the said Board of Public Works
shall keeps journal of their proceedings, they
shall hold regular sessions in the city of An-
napolis, on the first Monday in January, the
first Monday in April, the first Monday in
July and the first Monday in October, ineach
year, and oftener if necessary, at which ses-
sions they shall bear and determine such mat-
ters as affect the public works of the State,
and the Legislature may confer upon them
the power to decide; they shall at each regu-
lar session of the Legislature make a report
to the General Assembly and recommend such
legislation as they shall deem necessary
requisite to promote or protect the interests
of the State in the public works, and per-
form such other duties as may be hereafter
prescribed by law; the Governor, Comp-
troller of the Treasury and Treasurer shall
receive no additional salary for the services
rendered as members of the Board of Public
Works.
See. 2. There shall be a Commissioner of
the Land Office, elected by the qualified voters
of the State, on the — day of —
in the year —, who shall hold his office
for the term of six years from the first, day of
January next after his election. The returns
of said election shall be made to the Gov-
ernor, and in the event of a tie between any
two or more candidates the Governor shall
direct a new election to be held by writs to
the Sheriffs of the several counties, who shall
hold said election after at least twenty days'
notice, exclusive of the day of election. He
shall perform such duties as are now required
of the Commissioner of the Land Office, and
shall be keeper of the Chancery Records. He
shall receive a salary of eighteen hundred
dollars per annum, to be paid out of the
Treasury, and shall charge such lees as are
now or may be hereafter fixed by law. The
said Commissioner of the Land Office shall
make a semi-annual report of all the fees of
his office to the Comptroller of the Treasury,
and shall pay the same semi-annually into
the Treasury.
Sec. 3. The State Librarian shall beelected
by joint vote of the two branches of the Leg-'
islature for four years, and until his successor
shall be elected and qualified His salary
shall be fifteen hundred dollars per annum.
He shall perform such duties as are now or
may hereafter be prescribed by law.
Sec. 4. The county authorities, now known
as County Commissioners, shall be styled,
"County Commissioners," and shall be
elected by general ticket, and not by dis-
tricts, by the voters of the several counties,
on the — day of — in the year —,
and on the same day in every second year
thereafter; said Commissioners shall exercise
such powers and perform such duties only as
the Legislature may from time to time pre-
scribe; but such powers and duties shall be
similar, and the tenure of office uniform
throughout the State, and the Legislature
shall have power to pass such laws as may
be necessary for determining" the number for
each county, fixing the salary and ascer-
taining and delining the powers, duties and
tenure of office of said Commissioners; and
