MR. QUILLEN: Delegate Proposal No. 167,
by Delegates Vecera and Murphy. A proposal that the
effective date of a law passed by the General Assembly
shall be on the first day of July next after the legisla-
tive session at which it may be passed, unless it be
otherwise expressly stated therein.

nominee shall take office upon confirmation by a majority
