1570 CONSTITUTIONAL CONVENTION OF MARYLAND [Dec. 1]

a better opportunity for proper repre-
sentation.

THE CHAIRMAN : Delegate Gleason.

DELEGATE GLEASON: With that cor-
rection, I will sit down.

THE CHAIRMAN: Are there any fur-
ther questions?

Delegate Storm?

DELEGATE STORM: Mr. Gallagher,
what kind of representation did you say,
proper?

THE CHAIRMAN: Delegate Gallagher.
DELEGATE GALLAGHER: Proper.
THE CHAIRMAN: Delegate Storm.
DELEGATE STORM: P-r-o-p-e-r?
DELEGATE GALLAGHER: Reflective.
THE CHAIRMAN: Delegate Storm.

DELEGATE STORM: Which seems to
be to reflect the wishes of the people?

THE CHAIRMAN: Delegate Gallagher.

DELEGATE GALLAGHER: If twenty
percent of the people were of the minority
party it would not be a bad idea to have
twenty percent of the delegates of the
minority party.

THE CHAIRMAN: Delegate Storm.

DELEGATE STORM: Yes, but if only
two or three are elected, and each man, and
each woman has one vote that adds up that
way, why change this whole theory and
make it unconstitutional?

THE CHAIRMAN: Delegate Gallagher.

DELEGATE GALLAGHER: Senator, I
really don't —

THE CHAIRMAN: I do not think he
suggested it went that far, Delegate Storm.

DELEGATE GALLAGHER: Senator, as
long as we are of the majority party, what
have we to forfeit?

THE CHAIRMAN: Delegate Storm.

DELEGATE STORM: I will address
myself to this later.

THE CHAIRMAN: Are there any fur-
ther questions?

If not I will ask Delegate Gallagher to
return to his seat and begin consideration
of the sections for the purposes of amend-
ment.

The Clerk will ring the quorum bell,
please.

The pages will distribute amendment L.

Delegate Adkins, do you desire to submit
your amendment L?

DELEGATE ADKINS: Yes, sir, if I
may offer first an amendment to it.

THE CHAIRMAN: Is it a modification
we can make?

DELEGATE ADKINS: Yes. Simply add
the words at the conclusion, on line 4, "and
items adjacent thereto", in order that Dele-
gate Sickles' concern over Smith's Island
be properly taken care of.

THE CHAIRMAN: The Chair is puzzled
as to what island would be adjacent to the
land here.

DELEGATE ADKINS: Smith's Island.

THE CHAIRMAN: Adjacent to a land
area ?

DELEGATE ADKINS: It is adjacent to
the mainland.

THE CHAIRMAN: You do not mean
adjoining?

DELEGATE ADKINS: No, sir.

THE CHAIRMAN: The pages will
please distribute amendment L. Delegates
who have not received amendment L please
indicate.

This will be Amendment No. 1. It will be
modified so that in line 4, after the word
"area" you will strike the quote, and add
the words "island adjacent thereto"; is
that correct, Delegate Adkins?

DELEGATE ADKINS: Mr. Chairman,
the Committee Chairman has requested me
to withdraw this for the moment in order
that his staff may confer on the language.
I am perfectly willing to do so.

THE CHAIRMAN: Strike the number
one. Hold the amendment on your desk to
be considered at a later time.

Delegate Gallagher, the Chair has several
amendments to this section. I assume you
are familiar with them, more so than the
Chair.

Is there any particular order in which
they should be offered? The Chair would
be disposed to go to amendment A. It does
not seem to cover the same thing as any
other amendment.

Will the pages please distribute amend-
ment A?
