future apportionment of the Senate may be
0n a basis other than the ratio of the num-
ber of senators to the population of the
State, if it should ever be constitutionally
permissible under the United States Con-
stitution; redistricting and reapportionment
by a special session of the General Assembly
within three months after official publica-
tion of state population figures in each de-
cennial census; the qualifications, election,
term of office, compensation immunity, and
number of members of the General Assem-
bly; the ineligibility as a senator or dele-
gate of any person holding any civil or
military office under the United States, of
any minister or preacher of the gospel, and
of any person holding any civil office of
profit or trust under the State; the organ-
ization of the General Assembly; the
length of sessions; the form of laws; the
effective date of laws; the manner of con-
sideration and passage of bills; the journal
of each house; the number of members
necessary for a quorum; the conditions for
passing local and special laws; and the
method of impeachment.
