gate desire to speak in opposition? Dele-
gate Fornos?
DELEGATE FORNOS: I wonder if the
delegate from Talbot County would yield
for a question?
THE CHAIRMAN: Does Delegate Hark-
ness yield for a question?
DELEGATE HARKNESS: Yes, sir.
DELEGATE FORNOS: Do you suddenly
have a whole loaf alone for your county?
DELEGATE HARKNESS: No, we
share a loaf with Anne Arundel.
DELEGATE FORNOS: How many of
those people come from Anne Arundel
County, and how many from Talbot?
DELEGATE HARKNESS: I could not
tell you about Anne Arundel. I would say
the voting population specifically.
DELEGATE FORNOS: The population
of Calvert County?
DELEGATE HARKNESS: A popula-
tion, I would say, of approximately 20,000.
DELEGATE FORNOS: So he represents
50,000 of Anne Arundel County people
also?
DELEGATE HARKNESS: I assume
that is right, if you say so.
DELEGATE FORNOS: Did the people
of Anne Arundel County elect an Anne
Arundel Countain with this great majority,
or did they vote on the basis of ability and
recognize the ability of the minority leader
from Talbot and elect him as their State
Senator?
DELEGATE HARKNESS: I could not
answer that.
DELEGATE FORNOS: Did they elect
a Talbot Countian?
DELEGATE HARKNESS: We have at
present one delegate and a part-time sena-
tor, a delegate whom we will lose.
DELEGATE FORNOS: That does not
answer the question. Could you answer the
question. Did the people of Anne Arundel
County together with the 20,000 people
from Talbot County elect a Senator from
Talbot County?
DELEGATE HARKNESS: That is per-
fectly correct, sir.
THE CHAIRMAN: Does any other dele-
gate desire to speak in opposition to the
amendment? Delegate Gilchrist.
DELEGATE GILCHRIST: Yes, sir.
THE CHAIRMAN: Do you desire to
speak in opposition?
DELEGATE GILCHRIST: No, sir. I
should like to ask a question of the Vice-
Chairman.
THE CHAIRMAN: Delegate Della, do
you yield to a question?
DELEGATE DELLA: I will always
yield.
THE CHAIRMAN: Delegate Gilchrist.
DELEGATE GILCHRIST: Mr. Vice-
Chairman, I wonder if there is some way
if this fails for us to get a permanent pass
to the galleries.
(Applause.)
THE CHAIRMAN: Delegate Della.
DELEGATE DELLA: I will assure the
delegate from Allegany County I will speak
to the presiding officer of each body to as-
sure that he has the privilege of coming
here.
THE CHAIRMAN: Does any other dele-
gate desire to speak in favor of the amend-
ment? Delegate Koger.
DELEGATE KOGER: I would like to
speak in support of the amendment. I be-
lieve it gives the counties some degree of
representation. I do not think anyone will
be hurt. I can not see how the legislature
will be injured in any way. I believe that
in this changeover that we are making, the
people from this county would like to have
some identity or some relationship with
this legislature. Therefore, I think as long
as the county is identified geographically,
it should have representation.
THE CHAIRMAN: Delegate Mitchell.
DELEGATE MITCHELL: Mr. Presi-
dent, I would like to ask a question of Dele-
gate Gallagher, if I may.
THE CHAIRMAN: Let's give an oppor-
tunity first to someone to speak in opposi-
tion, and then I will recognize you. Does
any delegate desire to speak in opposition?
Delegate Byrnes.
DELEGATE BYRNES: Mr. Chairman,
I do not oppose the principle, but I do sug-
gest that as stated, it does not say any-
