house.

    The president communicates to the senate a letter from his excellency the governor, accompanied
with the resignation of the honourable Richard Potts, Esquire, as senator of the United States from
the state of Maryland, and also an address from his excellency the governor to both branches of the
legislature; which were severally read, referred to the house of delegates, and sent thither by the clerk.
    The senate having qualified agreeably to the constitution and form of government, and laws of
this state, proceeded to the election of the council to the governor.  The ballot box was prepared,
the ballots deposited therein, sealed up, and delivered to the committee of the senate appointed to
meet the committee of the house of delegates, who retired to the conference room, and after the
examination of the ballots returned and reported, that William Kilty, James Thomas, John Davidson,
James Brice and John Johnson, Esquires, had a majority of votes.
    Whereupon it is declared in the senate, that William Kilty, James Thomas, John Davidson,
James Brice and John Johnson, Esquires, are duly elected a council to the governor.
    The clerk of the house of delegates delivers to the clerk of the senate the two following messages:

By the HOUSE of DELEGATES, November 16, 1796.
        GENTLEMEN OF THE SENATE,
    THE office of register of wills being vacant in the county of Queen-Anne's, we propose, with
the concurrence of your house, to go into an election immediately.  Mr. William Hopper Nicholson
and Mr. James O'Bryon, the 3d, are nominated by this house to fill this office, and we have
appointed Mr. Edward Hall and Mr. Peter Emerson, in conjunction with any members of your
house, to examine the ballots.
                                                            By order,                                W.  HARWOOD, clk.
By the HOUSE of DELEGATES, November 16, 1796,
        GENTLEMEN OF THE SENATE,

by this house to fill this office, and we have appointed Mr. Edward Hall and Mr. Peter Emerson,

    The following message was prepared, read and agreed to, and sent to the house of delegates by 
the clerk.

    The senate then proceeded to the election of a person to be commissioned as register of wills for
Charles county.  The ballot box was prepared, the ballots deposited therein, sealed up, and delivered
to the committee appointed by the senate to meet the committee of the house of delegates, who
retired to the conference room, and after some time returned and reported, that Humphrey Barnes
was elected.
    Whereupon it is declared in the senate, that Humphrey Barnes be recommended by the senate to
be commissioned by the governor as register of wills for Charles county.
    The senate then proceeded to the election of a person to be commissioned as register of wills for
Queen-Anne's county.  The ballot box was prepared, the ballots deposited therein, sealed up, and
delivered to the committee appointed by the senate to meet the committee of the house of delegates,
who retired to the conference room, and after some time returned and reported, that William Hopper
Nicholson had a majority of votes.
    Whereupon it is declared in the senate, that William Hopper Nicholson be recommended by the 
senate to be commissioned by the governor as register of wills for Queen-Anne's county.
    The position of Frederick Green, printer to the state, praying an increase of salary, and also a
sum of money to enable him to procure a new set of types, was read and referred to the consideration
of the house of delegates, and sent thither by the clerk.
    The honourable Charles Carroll, of Carrollton, Esquire, from the committee appointed to report
sales and registrations to be observed in the senate, brings in and delivers to the president the
following report:
