6            VOTES and PROCEEDINGS, November, 1796.

    The clerk of the house of delegates delivers to the clerk of the senate the two following messages:

By the HOUSE of DELEGATES, November 17, 1796.
        GENTLEMEN OF THE SENATE,
    WE have taken into consideration the propriety of answering the address of the governor of
Maryland communicated to this house by the senate, and are of opinion that a joint committee be
appointed from the two houses to prepare and answer thereto.  We have named Mr. Philip B. Key,
Mr. Robert Smith, Mr. James Carroll, Mr. David McMechen and Mr. Henry H. Chapman, to
meet such gentlemen as you may appoint for this purpose.
                                                            By order,                                W.  HARWOOD, clk.
By the HOUSE of DELEGATES, November 17, 1796.
        GENTLEMEN OF THE SENATE,
    THE recovery of the bank stock due to us in England is an object of serious consequence to the
state; we have thought an inquiry into the present situation of our claim indispensably necessary, and
propose a conference with your house on the subject, and have nominated Mr. Robert Smith, Mr.
Philip B. Key, Mr. Henry H. Chapman, Mr. Allen B. Duckett and Mr. David McMechen, conferrees
to meet any gentlemen you may think proper to appoint for that purpose, in order that satisfactory
information, if practicable, may be laid before the legislature.

Which were severally read.
The senate adjourns until to-morrow morning 10 o'clock.

F    R    I    D    A    Y,    November 18, 1796.

    THE senate met.  Present the same members as on yesterday.  The proceedings of yesterday
were read.
    The following message was prepared, read and agreed to, and sent to the house of delegates by
the clerk.

By the SENATE, November 18, 1796.
        GENTLEMEN,
    WE have acceded to your proposition of answering the address of the governor of Maryland by a
joint committee, as also to your proposition respecting a conference upon the subject of the bank
stock, and have appointed Charles Carroll, of Carrollton, William H. Dorsey, and James Hollyday,
Esquires, to meet the gentlemen named in your message upon both these subjects.
                                                            By order,                                A.  VAN-HORN, clk.
    The president communicates to the senate a letter from John Callahan, Esquire, register of the
land-office of the western shore, accompanied with an account of taxes received in the western 
shore land-office from October, 1795, to October, 1796; which were read and referred to the consideration
of the house of delegates, and sent thither by the clerk.
    The clerk of the house of delegates delivers to the clerk of the senate a bill, entitled, An act for
the relief of Anne Dent and Theodore Dent, administrators of Peter Dent, late of Charles county,
deceased, thus endorsed; " By the house of delegates, November 17, 1796: Read the first time
" and ordered to lie on the table.
                                                            " By order,                              W.  HARWOOD, clk.
" By the house of delegates, November 18, 1796:  REad the second time by especial order and will
" pass.
                                                            " By order,                              W.  HARWOOD, clk."
Which was read the first time and ordered to lie on the table.
    The petition of Henry Stevenson, collector of the public taxes of Baltimore county for the years
1777, 1778 and 1779, praying that he may be placed in the same situation of the state, to
recover, subject to depreciation, the balances yet unsatisfied; which was read and referred to the
consideration of the house of delegates, and sent thither by the clerk.
    The clerk of the house of delegates delivers to the clerk of the senate the following message and
resolution:
By the HOUSE of DELEGATES, November 17, 1796.
        GENTLEMEN OF THE SENATE,
    THE appointment of a senator for this state in the senate of the United States had became vacant
by the resignation of Richard Potts, Esquire, and as an early day is of the utmost importance,
we propose on the 21st day of November instant to proceed to the election of the said senator, and
send you a resolution of this house for that purpose.
                                                            By order,                                W.  HARWOOD, clk.
By the HOUSE of DELEGATES, November 17, 1796.
    RESOLVED, That the 21st day of November instant be appointed to choose one senator to
represent this state in the senate of the United States, to be a resident of the western shore, and
the person on the said shore having a majority of votes of all the attending members of both
houses be declared duly elected to represent this state in the senate of the United States; and that
a commission issue to the said senator, appointed as aforesaid, signed by the governor for the time
being, or in his absence by the presiding member of the council, in the following words, to wit:
The legislature of Maryland reposing especial confidence in your integrity and abilities, hath appointed
you senator to represent this state in the senate of the United States, for the remainder of
