MARYLAND MANUAL.

THE PRESIDENT OF THE SENATE shall discharge the
duties of Governor in case of any vacancy during recess
o£ the legislature. In case of his refusal or inability to
serve, the duties of the said office shall devolve upon
the Speaker of the House. Art. II, Sec. 7, Const.
THE IMPEACHMENT of the Govemor may be provided
for by the Legislature which may designate, and on his
conviction, or in any other case of vacancy of the office,
may declare who shall perform the duties of Governor,
and if any vacancy should occur, for which provision
has not been made by the Legislature, the Secretary of
State shall convene the General Assembly for the pur-
pose of filling said vacancy. Art. II, Sec. 7, Const.
THE GOVERNOR shall be the commander-in-chief of
the land and naval forces, and may call out the militia
to repel invasions, suppress insurrection, or enforce the
execution of the laws, but shall not command in person,
without the consent of the Legislature. Art. II, Sec.
8, Const.
THE GOVERNOR shall nominate by and with the advice
and consent of the Senate, appoint all civil and military
officers, whose election or appointment is not otherwise
provided for under the Constitution and the law creat-
ing said office, and he shall take care that the laws are
faithfully executed. Art. II, Sec. 9, and 10, Const.
IN CASE OF ANY VACANCY during the recess of the Senate,
in any office which the Governor has power to fill, he shall
ppoint some suitable person to said office, whose com-
lission shall continue in force until the end of the next
sp;icn of the Legislature, or until some other person
appointed to the same office, whichever shall first
r, and the nomination of the person thus appointed,
r the recess, or, of some other person in his place,
e m to the Senate within thirty days after
