The Governor is elected by the people for a term of four years from
the second Wednesday in January ensuing his election. The Secretary
of State is appointed by the Governor, with the consent of the Senate,
to hold office during the term of the Governor; all other officers are
appointed by the Governor to hold office during his pleasure.

Under the State Reorganization Law, which became operative Jan-
uary 1, 1923, the Executive Department was organized and enlarged
to include, besides the Secretary of State, the following: Parole
Commissioner, The Commissioner of the Land Office, The Superinten-
dent of Public Buildings, The Department of Legislative Reference,
The Commissioner for Uniform Laws, The State Librarian.
The Secretary of State, in addition to his statutory duties, is the
