This Act provided for the appointment by the Governor of a
Commission of nine members, to serve without pay, three for a term
of two years, three for four years and three for six years, beginning
within 30 days from June 1, 1936, and thereafter all terms to be
for six years, the chairman also to be designated by the Governor.

The purpose of the Commission is to take over the custody, control
and management of the property and buildings at Pikesville, Balti-
more County, known as the Maryland Line Confederate Soldiers
Home; restore and furnish the buildings and maintain the property
as a monument to those of the State of Maryland who died in the
military service of the United States or of the Confederate States;
establish therein an historical museum and library and also home for
destitute soldiers, and also utilize the buildings for other public
purposes.

The Commission shall be composed of not more than eighteen (18)
members to be appointed by the Governor. Terms of members shall be
for six (6) years, but of the members first appointed one-third shall be
designated to hold office for two years, one-third for four years, and one-
third for six years, from June 1st, 1941. Members appointed to fill va-
cancies occurring during any term shall hold office for the unexpired portion
of the term. The Governor shall designate one member to act as Chairman.
No member shall receive any compensation for his services. The Commis-
sion may adopt rules to govern its proceedings.

The functions of the Commission shall be to promote traffic safety on
the streets and highways and in other public places throughout the State of
Maryland; to co-ordinate the activities of public and private agencies in-
terested in or affected by the problems of traffic safety; and to assist such
agencies and to augment their activities by study, education and informa-
tion.

To carry out its functions, the Commission may require any State, Coun-
ty, municipal or other public agency of this State to supply information and
assistance for the Commission in the performance of its duties; may co-
operate with private business, educational and charitable organizations and
private individuals interested in traffic safety; and may appoint sub-com-
mittees in the counties and municipalities of the State to assist in its work.
