Hooper Steele Miles was born in Cambridge, January 27, 1895. He
was educated in the Baltimore City public schools and the University
of Maryland School of Law (LL.B., 1916). Until 1937 he practiced
law in Salisbury, and during this time he was a delegate to the Gen-
eral Assembly (1920 Session) and city solicitor for Salisbury (1925-
32). He was president and chief executive officer of the County Trust
Company from 1932 to 1937 when he moved to Baltimore to be a
director and executive vice-president of the Baltimore National Bank.
At present he is chairman of the board and chief executive officer of
the Baltimore National Bank and a director of several other banks.

In 1936 the General Assembly elected Mr. Miles Treasurer of
Maryland. He is now serving his seventh consecutive term.

Mr. Miles married the former A. Frances Williams in 1919 and has
two children and three grandchildren. He is active in civic and
charitable organizations and is the author of The Maryland Executive
Budget System, published in 1942.

LLOYD L. SIMPKINS, Secretary of State

Lloyd L. Simpkins was born in Mount Vernon, June 6, 1922. He
was educated in the public schools of Somerset County, University of
Maryland (B.S„ 1947), and University of Maryland Law School
(LL.B., 1952).

In 1941, he enlisted in the U. S. Navy as a seaman and was dis-
charged as Ensign in 1946, after service in the South Pacific.

From 1951 through 1959, Mr. Simpkins was a member of the House
of Delegates from Somerset County. During this time, he served as
chairman of the Agriculture Committee (1951-1955), chairman of the
Judiciary Committee (1955-1959), and as a member of the Legisla-
tive Council (1955-1959). He was Executive Assistant to the Governor
from 1959 to 1961. Governor Tawes appointed him Secretary of State
of Maryland in January 1961.

Mr. Simpkins is a partner of the law firm of Simpkins & Simpkins
in Princess Anne. He is also engaged in the seafood business. He is
former Attorney to the Town of Princess Anne and Attorney to the
County Liquor Board.

Mr. Simpkins married the former Betty Wilson in 1957 and has one
daughter. He is active in fraternal, service and veterans' organizations.
