FOREWORD

The MARYLAND MANUAL is normally published every two years
by the State of Maryland and is distributed to the libraries, schools,
agencies of government, members of the General Assembly, and others
as prescribed by law. Copies may be purchased from the Hall of
Records Commission at the price of $3.50 for the paper-bound edition
and $4.60 for the cloth-bound edition to tax-exempt institutions and
organizations. For all others, the price is $3.61 for the paper-bound
and $4.64 for the cloth-bound edition. (This price includes Maryland
Sales Tax.)

This year, at the request of Governor Tawes, we are for the first
time publishing a supplement to the current MANUAL. This is neces-
sary because of the reapportionment and a large turnover in the
membership of the House of Delegates and numerous changes in
elected and appointed County officials.

The primary purpose of the MANUAL is to present in concise form
to the citizens of Maryland a description of their government. This
SUPPLEMENT lists only the chairman and the executive head of
each State and bi-county agency, board, and commission. In general,
the State Agency section follows the same organizational structure as
the corresponding section in the MANUAL. The section devoted to
local officers lists both the elected and the appointed officials, as does
the MANUAL. The Judicial Section lists all the members of the
Judiciary of Maryland, including the dates of the expiration of their
new terms of office. Because of the large number of special, temporary,
and study commissions, we have omitted them here. They will be more
fully described and included in the 1963-1964 edition. We have,
instead, listed only those commissions which are permanent in nature,
together with those agencies created by the General Assembly in
the 1962 Session.

As with the regular MANUAL, this SUPPLEMENT is primarily
a compilation which is dependent upon the cooperation of many
individuals and agencies. We gladly acknowledge our indebtedness to
all who assisted us.

Copies of this SUPPLEMENT are available for sale by the Hall
of Records Commission, Annapolis, Maryland, for $1.00 to tax-exempt
institutions and organizations; for all others the price is $1.03 (in-
cluding Maryland Sales Tax.)
