ADDENDA AND ERRATA 1003

The Governor established this special committee in 1969 to
coordinate the State's efforts to curb pollution of the Chesa-
peake Bay and its tributaries. The committee will oversee the
completion of a series of studies on the extent of pollution
and ways to control it. It will then develop a comprehensive
anti-pollution plan which involves the improvement of sewage
treatment facilities, a crackdown on industrial polluters, and
possible curbs on future land development which might in-
crease pollution. The committee will also study pollution from
such Federal installations as Aberdeen Proving Ground and
Edgewood Arsenal.

Ex officio members: Vladimir A. Wahbe, Secretary of State
Planning; Spencer P. Ellis, Director of the Department of
Forests and Parks; Edwin W. Barry, Acting Director of
the Department of Game and Inland Fish; Joseph H.
Manning, Director of the Department of Chesapeake Bay
Affairs; W. C. Dutton, Jr. Chairman, Maryland-National
Capital Park and Planning commission.
Representing the State Senate: William S, James and James
dark, Jr.
Representing the House of Delegates: Robert W. Banning,
Harry W. Nice III, and Allen B. Spector.
Representing the general public: Jack Luskin, John A. Latimer,
Robert J. McCaffery, and Roy N. Staten.
The Program Open Spaces committee, created by Chapter
403, Acts of 1969, consists of nine appointed members and five
ex officio members. Of the appointed members, two represent
the State Senate, three the House of Delegates and four the
public at large. The Secretary of State Planning, the Director
of the Department of Forests and Parks, the Director of the
Department of Game and Inland Fish, the Director of the
Department of Chesapeake Bay Affairs, and the Chairman of
the Maryland-National Capital Park and Planning commission
serve as advisors to the committee.
The committee was formed as the result of the issuance of
a State loan known as the "Outdoor Recreation Land Loan of
1969." The certificates resulting from the Loan may be issued
at one time or in groups from time to time. The proceeds
from the Loan are to be expended to fund a five-year, State-
wide assistance program designed to make funds available for
the acquisition and development of recreation areas, to be
known as the "Program Open Space." All projects must meet
needs identified in the Master Plan for Outdoor Recreation,
1967-1976. The committee is to prepare and adopt an appor-
tionment formula relating to the percentage of total funds
each county, including municipal corporations and Baltimore
City shall be able to receive. The Department of Forests and
Parks will prepare the rules governing the submission of
