BOARD OF EXAMINERS OF MARYLAND PILOTS

The Board of Examiners of Maryland Pilots, created by Chapter
675, Acts of 1969, consists of four members appointed by the Governor
for two-year terms. Two of the appointed members must be actively
engaged in the ownership, operation or management of ocean-going
vessels required to employ pilots licensed under Art. 74. These mem-
bers cannot ever have held a master's or pilot's license. Two members
must be licensed as pilots for at least five years prior to their appoint-
ment. The Chairman of the Commissioners of the Maryland Port
Authority, the President of the Baltimore Chamber of Commerce and
the President of the Association of Maryland Pilots serve as ex officio
members. The Board establishes rates, pilotage fees and charges (Code
1957, 1967 Repl. Vol., 1969 Supp., Art. 74, sec. 2).

The Board of Professional Engineers and Land Surveyors, estab-
lished by Chapter 752, Acts of 1939, consists of five members appointed
by the Governor for five-year terms, one term expiring each year.
Four members must be professional engineers and one a professional
land surveyor. Professional Engineers, Professional Land Surveyors
and Property Line Surveyors wishing to practice in the State of
Maryland must apply to the Board for a certificate, supplying with
their application evidence of their qualifications both in experience
and training. The Board publishes annually a Roster which contains
the names of those authorized to practice as Professional Engineers,
Professional Land Surveyors and Property Line Surveyors and issues
an annual report to the Governor. The Board is a member of the
National Council of State Boards of Engineering Examiners, which
aids in the reciprocal licensing of engineers and seeks to promote
uniform standards of licensing in all States.
Through the cooperation of the local chapters of the engineering
fraternities, the Board seeks to secure voluntary compliance with the
law and the maintenance of the ethical standards of the profession.
However, the Board has specific powers of enforcement. These include
the investigation of charges as well as the hearing of complaints of
violations of the registration law, the power to subpoena witnesses
and the submission of documents or other pertinent data, and the
power to apply for relief by injunction to enforce the provisions of
the law or to restrain any violation of it.

to the qualifications and the licensing of professional engineers and
