J. MILLARD TAWES, Treasurer
3 Millard Tawes was born in Crisfield, the son of Alice Byrd and
James B Tawes, on April 8, 1894 He attended the public schools of
Somerset County, the Wilmington Conference Academy and Sadler's
Bryant and Stratton Business College, where he specialized in the
study of banking and accountancy He married Helen Avalynne Gibson
on December 25, 1915, and they have one son, Philip, and a daughter,
Mrs William R Wilson, Jr
He began his political career in 1930 when he was elected Clerk of
the Court for Somerset County He served two terms in that office In
1938, he was elected State Comptroller and was re-elected in 1942.
Governor Lane appointed him State Bank Commissioner in 1947 and
he held that position until 1950 when he was appointed Comptroller of
the Treasury to fill the unexpired term of James J Lacy He was re-
elected Comptroller in 1950 and again in 1954 without opposition He
was elected Governor of Maryland in 1958 and was re-elected in 1962
He served as Honorary President of the Maryland Constitutional
Convention of 1967-1968 Governor Mandel appointed him Secretary
of the Department of Natural Resources on July 1, 1969 and he
occupied that position until 1971 Governor Mandel appointed him
Treasurer of Maryland in 1973 to fill the unexpired term of John A
Leutkemeyer
Mr Tawes is the former Secretary-Treasurer of the Crisfield Ship-
building Company and former Vice President of the Tawes Baking
Company He was also associated in the management of the Tawes-
Gibson Lumber Company, the Tawes-Gibson Packing Company, and
a Director of the Bank of Crisfield He is a former Treasurer of the
Wilmington Conference Education Society, Inc, and is a member of
numerous clubs and fraternal organizations He is a member of the
Board of Directors of McCreddy Memorial Hospital and a former
Chairman of the Southern Governors Conference and past president
of the National Association of State Auditors, Controllers and Treas-
urers
FRED L WINELAND, Secretary of State
Fred L Wineland was born in Washington, D C on August 16,
1926 the son of Lloyd J and Elsie (Pezold) Wineland He was edu-
cated in the public schools of Washington, D C , American University,
and graduated from Southeastern University During World War II,
he served in the U S Navy. After his discharge, he Joined a business
established by his father in 1929, now Wineland Enterprises a chain
of motion picture theaters and closed television operations Today, as
Vice President and Treasurer, Mr Wineland operates the business
with his father and brother
In 1957, he moved to Silesia, Prince George's County, where he now
resides He was the chairman of the county's 1962 Democratic pri-
mary election campaign, as well as the 1964 general election cam-
paign He was a member of the House of Delegates from 1963 to
1965, serving on the Banking, Insurance and Social Security Com-
mittee In 1965, he was appointed to the Senate He was elected to a
full term in 1966 and re-elected in 1970 During this time, he was a
member of the Committee of Economic Affairs, the Ethics Committee
and the Senate Finance Committee He also was Chairman of the
Executive Nominations Committee He was appointed Secretary of
State by Governor Marvin Mandel on February 12, 1971
