member representing businesses regulated by the Public Service Com-
mission. The Members of the Board are appointed by the Commis-
sioner with the approval of the Secretary of Licensing and Regula-
tion for six-year terms. The Commissioner serves as an ex-officio mem-
ber of the Board but has no vote. Those members serving on the
Board on June 30, 1973 shall continue in office until the expiration
of their terms of office.
The Occupational Health and Safety Advisory Board formulates
and proposes to the Commissioner of Labor and Industry such rea-
sonable rules and regulations, or modifications, amendments or repeals
of rules and regulations, for the prevention of accidents and occupa-
tional diseases in every employment or place of employment in Mary-
land (Code 1957, 1969 Repl. Vol., 1972 Supp., Art. 89, sees. 28-49A).

The Advisory Council on Prevailing Wage Rates was created by
Chapter 558, Acts of 1969, to advise the Commissioner of Labor and
Industry and to submit recommendations to him regarding the estab-
lishment of and hourly rates applicable to contracts and subcontracts
for public works within the State.
The Council consists of six members, all appointed by the Governor
by and with the advice of the Secretary of Licensing and Regulation
and with the advice and consent of the Senate from among persons
recommended by organizations in the respective groups for three-year
terms. Two of the members must represent management in the build-
ing and construction industry. Two must represent labor in the build-
ing and construction industry and two represent the general public.
The Council is to establish certain standards for hours of work and
rates of pay, conditions of employment, and duties of certain public
officials under certain contracts and subcontracts for public works in
the State. The Council is also to call upon other agencies of State and
local government for statistical data and reports (Code 1957, 1964
Repl. Vol., 1972 Supp., Art. 100, sees. 96-107).

The Maryland State Board of Examiners of Landscape Architects
was established by Chapter 645, Acts of 1971. The Board consists of
three members appointed by the Governor upon the recommendation
of the Secretary of Natural Resources with the advice and consent
of the Senate for three year terms. The Board chooses its own officers.
Members must be registered landscape architects of recognized stand-
ing and must have engaged in the practice of landscape architecture
in Maryland for at least five years prior to their appointment. The
Board licenses landscape architects who desire to practice in Mary-
land. It holds examinations at least once a year and determines who
