law enforcement and criminal justice plan and for making grants to
local governments and State agencies for programs consistent with
that plan.
A professional staff headed by an Executive Director and composed
of professionals in the field of law enforcement, law, correction, juye-
nile delinquency prevention and control, data systems, financial admin-
istration, auditing, and publications provides support to the Commis-
sioners. The staff develops Comprehensive Plan proposals for the
Commission's consideration, provides technical assistance to units of
local government and other State agencies, financially administers all
grant programs, and evaluates all projects funded by the Governor's
Commission. The Commission publishes a newsletter ten times each
year.

The General Assembly created the State Lottery Agency by Chap-
ter 365 of the Acts of 1972, for the purpose of generating revenue
to help support the operation of the State. Contingent upon the adop-
tion of an amendment to Article III, Section 36 of the Constitution,
the Agency was to come into being on January 1, 1973. The amend-
ment was ratified by referendum on November 7, 1972, and accord-
ingly the Agency commenced operation on January 1, 1973 under the
guidance of a Commission and under the immediate supervision of
a Director.
The Commission consists of five members, all of whom are ap-
pointed by the Governor with the advice and consent of the Senate
of Maryland, for four-year terms. The Commission members annu-
ally elect one member as Chairman of the Commission.
The Agency is under the immediate supervision and direction of a
Director appointed by the Governor, with the advice and consent of
the Senate. The Director is aided by a Chief Deputy Director and
three Deputy Directors who are appointed by the Director with the
approval of the Commission.
The Agency conducts a state-wide lottery operation from its Balti-
more headquarters. A distribution and collection system is maintained
with the cooperation of selected commercial banks in various areas of
the State for the purpose of distributing weekly lottery tickets, re-
trieving unsold tickets and collecting lottery revenues. The actual
