Members from the House of Delegates: Devin J. Doolan, William
M. Linton, J. Edward Malone, Robert S. Redding.
The Committee on Administrative, Executive and Legislative Re-
view was originally created as a joint standing committee known as
the Committee on Legislative Review by Chapter 96, Acts of 1964. It
was renamed the "Committee on Administrative, Executive and Legis-
lative Review" by Chapters 400 and 699, Acts of 1972, and had its
membership increased to five Senators and five members of the House
of Delegates, all of whom are appointed by the President of the Sen-
ate and the Speaker of the House of Delegates respectively at the
conclusion of each regular session. Members serve for one year; the
Chairman and Vice Chairman alternate each year, respectively, be-
tween the two Houses. Representation of each political party is ap-
proximately in the same proportion as their membership in each House.
The Committee may inquire into the failure of an officer or employee
of either the Legislative, Executive, or Judicial Branches of the State
government to comply with the statutory or constitutional law of the
State. The Committee may also review the rules and regulations which
are adopted by any State agency in the Executive Branch as to their
legality and make any necessary recommendations.
Chapter 776, Acts of 1973, removed the committee as an adjunct of
the Legislative Council but it still reports to the Legislative Council
and the General Assembly each year.
This committee was added to the list of agencies which receive copies
of all the rules of each state agency by Chapter 777, Acts of 1973.
Chapter 778 of Acts of 1973, provided that certain rules, regulations
or standards may be invalid unless submitted to the Committee (Code
1957, 1971 Repl. Vol., 1973 Supp. Art. 40, sees. 40A).

liam L. Hodges, Steny H. Hoyer, William S. James, George E.

Members appointed by the Speaker of the House of Delegates:
John S. Arnick, John Hanson Briscoe, Benjamin L. Cardin, John
W. Douglass, Louis Einschutz, C. A. Porter Hopkins, R. Clayton
Mitchell, Jr., John F. X. O'Brien.
The Joint Committee on Budget and Audit, originally created by
Chapter 456, Acts of 1968, had its membership expanded by Chapter
227, Acts of 1971. The Committee is a joint statutory committee of
the General Assembly and the governing body of the Department of
Fiscal Services. It consists of eighteen members, nine of whom are
members of the Senate Finance Committee and nine are members of
the House Ways and Means Committee or of the House Appropriations
Committee. Members are appointed by the presiding officers of both
houses, on the basis of demonstrated ability and interest in the subject
of government finances. The presiding officers must give recognition to
geographic representation. Both Minority Floor Leaders must be ap-
pointed to the Committee. The presiding officers name the chairman
and vice chairman by joint action.
The Committee is required to give detailed and systematic attention
to budget analysis and review, capital budget study, fiscal policy, fiscal
