This Board, originally created by Chap-
ter 126, Acts of 1966, had its membership
enlarged by Chapter 22, Acts of 1974.
From and after July 1, 1974, the Advisory
Board consists of six additional members to
be appointed by the Secretary of Health
and Mental Hygiene from the general pub-
lic. Three of these additional members must
be between the ages of sixteen and twenty-
five and at least one must have been under
the jurisdiction of the Department of Ju-
venile Services. The Board has the duty of
recommending to the Director of the Ju-
venile Services Administration policies and
programs designed to improve the State's
juvenile services. The Board also participates
in interpreting the objectives of the adminis-
tration to the public as well as the planning
for the development and use of all available
resources for the promotion of the needs of
the administration (Code 1957, 1972 Repl.
Vol., 1975 Supp., Art. 52A, sec. 3).

The Advisory Board on Hospital Licens-
ing, originally established in 1945, consists
of nine members appointed by the Secretary
of Health and Mental Hygiene for five-year
terms (Chapter 866, Acts of 1965). Three
members are appointed from a list submitted
by the Medical and Chirurgical Faculty of
Maryland, one from a list submitted by the
Maryland Pharmaceutical Association, four

from a list submitted by the Hospital Coun-
cil of Maryland, Inc., and one member must
be an owner or administrator of a licensed
nursing home appointed from a list sub-
mitted by the Maryland Nursing Home As-
sociation, Inc. The list of names submitted
by the Hospital Council of Maryland, Inc.
must include a trustee of a Maryland hos-
pital and one a member of the Medical and
Chirurgical Faculty of Maryland engaged
in the private practice of medicine. At least
two members must reside in Baltimore City,
and at least two in the counties. The Board
assists in the issuance or denial of licenses,
the establishment of minimum regulations,
and the approval of applications for hospital
construction (Code 1957, 1971 Repl. Vol.,
Art. 43, sec. 564).

The Advisory Council on Alcoholism
Control was created in the Alcoholism Con-
trol Administration by Chapter 746, Acts
of 1976. The Council consists of twenty-
four members appointed by the Governor
for three year terms. The Council includes
representatives from the courts, police, pro-
bation officers, clergy, labor, management,
beverage control, the beverage industry,
legal and medical groups and others. The
Council selects its own officers and advises
the Administration including the formulation
and execution of the comprehensive intoxi-
cation and alcoholism control plan (Code
1957, 1968 Repl. Vol., 1976 Supp., Art.
2C, sec. 501).
