The Advisory Board for Correction, Pa-
role and Probation was created by Chapter
401, Acts of 1970 to succeed the Advisory
Board for Correction established by Chap-
ter 123, Acts of 1962, and the Advisory
Board for Parole and Probation, established
by Chapter 457, Acts of 1968 The Board
consists of seventeen members. Thirteen are
appointed by the Secretary of Public Safety
and Correctional Services with the approval
of the Governor for four year terms. The
Deputy Secretary for Correctional Services,
the Chairman of the Maryland Parole Com-
mission, the Director of Parole and Proba-
tion, and the Commissioner of Correction
serve as ex officio members. The Governor
designated the first Chairman, but thereafter,
the Secretary of Public Safety and Correc-
tional Services, with the approval of the
Governor, designates the Chairman.
The function of the Advisory Board is to
study and observe procedures in and the
development and progress of the correction,
parole, and probation systems in the State.
The Board also makes suggestions and gives
advice regarding the State's correction, pa-
role, and probation systems to the Secretary,
the Deputy Secretary for Correctional Serv-
ices, the Commissioner of Correction, the
Board of Parole, and the Director of the
Division of Parole and Probation.
The Advisory Board has no budget. Its
members receive no compensation for their
services but they may be reimbursed for
necessary and proper expenses incurred in
their duties (Code 1957, 1971 Repl. Vol.,
Art. 41, sec. 204E). |

Chapter 213 of the Acts of 1971 created
a Correctional Training Commission within
the Department of Public Safety and Cor-
rectional Services. The purpose of the Com-
mission is to prescribe standards for the
approval and continuation of all schools at
which correction, parole or probation train-
ing courses are required; to approve and
issue certificates of approval to such schools;
to inspect such schools from time to time;
to revoke for cause any approval or certifi-
cate; to prescribe curriculum, courses of
study, attendance, requirements, eligibility
to attend, equipment, facilities, and stand-
ards of operation for such training schools;
to prescribe minimum qualifications for in- |
