DIVISION OF INSTRUCTIONAL
TELEVISION
The Division of Instructional Television
is one of the Maryland State Department
of Education's newest divisions. It is respon-
sible for all in-school telecasts over the
State PTV network. The first phase of the
instructional television service went into op-
eration in October 1969.
The Division of Instructional Television
works with representative educators desig-
nated by the Superintendents of Maryland's
twenty-four local education units, and with
the nine other divisions of the State Depart-
ment of Education to survey school pro-
grams and to identify curriculum needs
which can best be met by instructional
television.
The Division telecasts instructional tele-
vision series recommended by State ITV
curriculum committees. Series are obtained
either through contract or through Mary-
land ITV productions, and a telecast sched-
ule of fifty to sixty series for each school
year is designed. Served are elementary,
secondary, and adult education curricula.
The Division also arranges for the produc-
tion of, or the purchase of allied print ma-
terials for each series. Other support services
include seminars for LEA's using ITV,
teacher inservice and credit courses, ITV
workshops, and consultants to implement
effective utilization of instructional television
programming.
The Instructional Television Division is
participating in the design of a continuing
program of research and evaluation to assisi
in the development of the Maryland telecast
schedule and services for schools. The tele-
casts for schools begin in October over
WMPB, Channel 67, Owings Mills, and
serve WCPB, Channel 28, Salisbury, WHPB.
Channel 31, Hagerstown, and WAPB, Chan-
nel 22, Annapolis. Expansion plans for th(
State network will bring ITV series eventu-
ally to the entire State. The next transmitter
to be activated is in Western Maryland
When added, this transmitter will extent
State (PTV) coverage to help fulfill legis-
lative responsibilities for public and instruc-
tional television services for Maryland.

DIVISION OF LIBRARY
DEVELOPMENT AND SERVICES
The Division of Library Development and
Services, established within the State De-
partment of Education by the General As-
sembly of 1945, is responsible for providing
leadership for the planning and coordinated
development of library and information
services in the State, for developing the
necessary information networks and resource
centers, and for providing technical and
advisory services to public, school, and in-
stitutional libraries. The Division develops
State plans, standards, and programs for
libraries provided for in the law. It is re-
sponsible for the coordination of the State
Library Network which includes three Re-
gional Resource Centers, the State Library
Resource Center, the McKeldin Library of
the University of Maryland, the Elsenhower
Library of Johns Hopkins University, and
other referral centers. The Division also
provides library services for the blind and
physically handicapped readers in the State
and gives advisory and planning services to
Maryland State institutions and agencies.
The Division of Library Development and
Services coordinates library service with
local community and educational agencies
and administers State and Federal funds
, available for library purposes. Federal pro-
grams are: (1) Library Services and Con-
: struction Act; Titles 1, 11, and III (PL 89-
'. 511 as amended), and (2) The Elementary
and Secondary Education Act; Title IV,
. Part B (PL 93-380); (Code 1957, 1975
', Repl. Vol , 1975 Supp., Art. 77, sees. 162-
