The Governor also appoints the State
Administrator of Election Laws for a six-
year term.
The Board assumed all powers and duties
formerly vested in the Secretary of State
with regards to elections. It adopts rules and
regulations to assist the local Boards of
Supervisors of Elections with regards to
elections, voting, and voter registration. The
Board is to keep election records and make
an annual report to the General Assembly
(Code 1957, 1971 Repl. Vol., Art. 33, sees.
1A-1,18-1,18-2).

The Employees Retirement Review Board
was created by Chapter 720, Acts of 1974
to hear appeals by individual State em-
ployees who desire to continue their em-
ployment after the mandatory retirement
age of seventy has been reached and their
application for continuation has been denied
by their agency. The Board consists of
seven members consisting of the Secretary
of Personnel or his designee, the Director
of Aging, a physician designated by the
State Department of Health and Mental
Hygiene, and four members appointed by
the Governor for four year terms. The
Board selects its own Chairman (Code
1957, 1970 Repl. Vol., 1975 Supp., Art.
73B, sees. 11(1) to 11(2)).

The Energy Policy Office is an arm of
the Executive Department and provides

direction, coordination, and staff support
for energy related activities. The Energy
Policy Office serves as liaison to the legis-
lature and has direct responsibility for fuel
allocation programs, contingency and long
range planning, intergovernmental relations,
industry relations, inventory and fuel dis-
tribution monitoring, conservation programs,
supply and demand studies, and public
education.

The Fair Campaign Financing Commis-
sion was created by Chapter 729, Acts of
1974 to establish campaign expenditure
limits for certain candidates and to provide
for the public financing of election cam-
paigns. The Commission consists of nine
members appointed for five year terms. Two
members are appointed by the Governor,
each of whom represents the majority and
minority political parties. One member is
appointed by the President of the Senate,
one by the Speaker of the House of Dele-
gates, and one by the Chief Judge of the
Court of Appeals. The Governor appoints
the four remaining members from the gen-
eral public. Two of these members must
represent minority groups in Maryland. The
Administrator of the State Administrative
Board of Election Laws or his designee
serves as an advisor to the Commission. The
Commission selects its own officers (Code
1957, 1971 Repl. Vol., 1975 Supp., Art.
33, sees. 30-1 to 30-10; 1969 Repl. Vol.,
1975 Supp., Art. 81, sees. 465-467).
