The Joint Legislative Committee on Met-
ropolitan Mass Transit was created by
Chapter 630, Acts of 1976. The Committee
consists of ten members of the General
Assembly of whom five are appointed by
the President of the Senate and five by the
Speaker of the House of Delegates. The
Chairman is appointed jointly by the Presi-
dent and the Speaker.
The Committee is to review, evaluate and
make recommendations with respect to the
mass transit system in the Baltimore Metro-
politan Transit District including safety and
security factors, environmental standards,
fiscal implications, and other factors. The
Secretary of Transportation is required to
submit certain plans for the development
or extension of the rapid rail mass transit
system. He is also to submit his findings to
the Committee (Code 1957, 1971 Repl.
Vol., 1976 Supp., Art. 40, sees. 105-108).

The Governor originally appointed this
Commission in 1967 to replace the Com-
mission on Crime and Delinquency. The
Commission's functions were revised by
Executive Orders in 1969 and 1971. The
present Commission was reconstituted by
Executive Order in 1975. Commission mem-
bers represent all segments of the criminal
justice and juvenile justice systems as well
as the public at large.
The Commission is the State agency re-
sponsible for law enforcement, criminal jus-
tice, and crime prevention planning in
Maryland. The Commission also administers
the Federal Crime Control Act and the
Juvenile Justice and Delinquency Prevention
Act. The Commission is responsible for
developing a comprehensive law enforce-
ment and criminal justice plan and for mak-
ing grants to local governments and State
agencies for programs consistent with that
plan.
A professional staff headed by an Execu-
tive Director and composed of professionals
in the field of law enforcement, courts, cor-
rections, juvenile delinquency prevention
and control, data systems, financial adminis-
tration, auditing, and publications provides
support to the Commissioners, The staff
develops Comprehensive Plan proposals for
the Commission's consideration, provides
technical assistance to units of local govern-
ment and other State agencies, financially
administers all grant programs, and evalu-
ates all projects funded by the Governor's
Commission.
