the Chairman of each Commission (Code
1957, 1971 Repl. Vol., Art. 41, sec. 344).
Citizens Nursing Home Boards: Consists of
ten members appointed by the governing
body of the county for three-year terms.
One member must represent the governing
body of the county. The Board selects its
own Chairman (Code 1957, 1971 Repl.
Vol., 1976 Supp., Art. 43, sec. 566A).
Mental Health Advisory Committees: Ap-
pointed by the governing body of the county.
Each committee consists of one representa-
tive from the county governing body, the
school board, the social services board,
practicing physicians, the clergy, the legal
profession, the mental health association,
and the local council on alcoholism where
these exist, and at least three members {from
the community as a whole. Members serve
for three-year terms. Each Committee se-
lects its own officers (Code 1957, 1971
Repl. Vol., 1976 Supp., Art. 43, sec. 1J).
Community Action Committees: Appointed
by resolution of the governing body of the
County.
Boards of Education: Appointed by the
Governor for five-year terms, except in
Montgomery, Washington, Charles, How-
ard, Carroll, Prince George's, Kent and Al-
legany counties. In Montgomery, Washing-
ton, Allegany and Charles counties, mem-
bers are elected by the voters of the county
for four-year terms. In Howard, Kent and
Carroll counties, members are elected for
six-year terms. In Prince George's County,
the Board consists of nine members, each
elected from a School Board District for
six-year terms. In Baltimore County, eight
members represent each of the legislative
districts, while one member represents the
County at large. The Anne Arundel County
Board includes a student member selected
for a one-year term by the Chesapeake Re-
gional Association of Student Councils —
Anne Arundel County. The composition of
each Board depends upon the number of
pupils enrolled in the county's school system
(Code 1957, 1975 Repl. Vol., Art. 77,
sees. 35-36).

Superintendent of Schools: Appointed by
the County Board of Education for a four-
year term with the approval of the State
Superintendent of Schools (Code 1957,
1975 Repl. Vol., Art. 77, sec. 39).
Community College Board of Trustees:
Upon the request of a local board of edu-
cation, the Governor appoints the members
of each board with the advice and consent
of the Senate. In Baltimore City, members
are appointed by the Mayor and the City
Council. Each board consists of seven mem-
bers appointed for six-year terms. The ap-
pointing body includes one member of the
Board of Education for the county or the
School Commissioners of Baltimore City,
except in Prince George's County where the
board of trustees appoints one of its mem-
bers to serve as liaison to the Board of Ed-
ucation. The boards of education in Alle-
gany, Anne Arundel, Charles, Howard,
Montgomery, Prince George's, Washington
(Hagerstown Junior College), Harford,
Frederick and Garrett counties have made
this request. The boards in Anne Arundel,
Baltimore and Prince George's counties
each contain a student member elected for
one-year terms. The Frederick County and
Harford County Boards contain five mem-
bers appointed by the Governor with Senate
confirmation and two members of the Board
of Education. The Charles County Board
has one member of the Board of Education.
In Baltimore County, where the Board con-
trols all the community colleges in the
county, the Board consists of nine members
of whom eight represent the legislative dis-
tricts and one the county at large. Except
where noted, the State Board for Commu-
nity Colleges performs this function (Code
1957, 1975 Repl. Vol., Art. 77A, sees. 9,
9A, 9B).
Boards of Library Trustees: Boards of li-
brary trustees consist of seven members.
Each board member serves a five-year term,
and may not serve for more than two con-
secutive terms. In Montgomery County, the
Library Board is appointed by the County
Executive with County Council approval
for six-year overlapping terms; in Anne
Arundel and Wicomico counties, the Board
itself makes appointments for three-year
