erly qualified to conduct such investigations and
excavations.

The Advisory Committee on Archeology was
created as a division within the Maryland Geo-
logical Survey by Chapter 541, Acts of 1968. The
Committee consists of five members with skill
and knowledge in archeological matters, including
representatives of reputable museums, institutions
of higher education, and recognized scientific
and/or historical societies or institutions. The
State Archeologist is a professional archeologist
appointed by the Director of the Maryland Geo-
logical Survey in accordance with the Merit Sys-
tem Law.

The Committee advises the Maryland Geologi-
cal Survey on archeological matters and
formulates rules and regulations regarding
archeological matters for review and publication
by the Survey (Code Natural Resources Article,
sees. 2-301 through 2-308).

DRILLERS

The Maryland State Board of Well Drillers was
created by Chapter 584, Acts of 1968. The Board
consists of seven members appointed by the Sec-
retary of Natural Resources with the approval of
the Governor by and with the advice and consent
of the Senate for two-year terms. One member
represents the Eastern Shore, one represents

Central Maryland and Baltimore City, one
represents Southern Maryland, and one
represents Western Maryland. The regional
members must be licensed well drillers and be ac-
tively engaged in the well drilling business in the
State at the time of their appointment. Of the re-
maining three members, one must represent the
public at large and be chairperson of the Board.
One member represents the Water Resources Ad-
ministration and one the Environmental Health
Administration of the Department of Health and
Mental Hygiene.

The Board administers and enforces all
provisions of the Well Drillers Law. The Board
is expressly vested with the power and authority
to make and enforce such rules and regulations
in order to carry out the provisions of the Act.
The Board examines and licenses by written ex-
amination and field test qualified applicants to
engage in the business of well drilling in the
State. The Board administers the statutory
requirements of insurance and bonding, issues,
suspends, and revokes licenses, holds hearings in
cases of violation of provisions of the law or any
of the Board's rules and regulations, and in gen-
eral regulates the business of well drilling in the
State (Code Natural Resources Article, sees.
8-608 through 8-613).

SCENIC AND WILD RIVERS REVIEW
BOARD

The Scenic Rivers Review Board was created
by Chapter 85, Acts of 1968, to make an invento-
ry and to recommend annually to the General
Assembly rivers of Maryland and related adja-
cent land areas that possess outstanding scenic,
fishing, wildlife, and other recreation values of
present and potential benefit to the citizens of
Maryland. The Board consists of the Secretary of
the Department of Natural Resources, the Secre-
tary of State Planning, and the Secretary of Agri-
culture. The Board selects its own chairperson.

The Board cooperates with federal agencies,
other State agencies, and the counties to invento-
ry and establish a Maryland Scenic and Wild
River System. Agencies within the Department of
Natural Resources are directed to administer the
Scenic and Wild Rivers Program in such a man-
ner that it will provide wise management of this
