General Assembly

Standing Committees— Subject Jurisdiction/23

election laws; motor vehicle code; administrative
law; and constitutional amendments.

Economic Affairs

Regulation of businesses, labor, occupations, and
professions in general; economic development; in-
surance; banking; utility regulation; consumer
protection; natural resources and environmental
matters; agriculture; energy; and land use plan-
ning and zoning.

Finance

Education; transportation; health and welfare
matters; gambling and horse racing; pensions;
and State personnel and pension matters.

Judicial Proceedings

Judicial administration and court structure; legal
profession; crimes and punishments; criminal and
civil laws and procedures; juvenile justice; real
property; trusts, estates, and probate matters; and
legal rights and immunities.

Executive Nominations

Examines all nominations for appointments made
by the Governor and reports thereon to the Sen-
ate with recommendations.

Rules, Organization, and Procedure
Considers proposals concerning the rules, organi-
zation, and procedures of the Senate and makes
recommendations thereon; reviews legislation in-
troduced after bill deadline.

Consent Calendar (appointed on an as needed ba-
sis)

Determines the bills and joint resolutions pro-
posed for inclusion on the consent calendar.

Organizes, plans, and schedules the social
activities of the General Assembly.

HOUSE OF DELEGATES

Appropriations

Consideration of State operating and capital
budgets, including revenues and expenditures;
supplementary appropriation bills; State and
county bond authorizations; legislative budgetary
procedures; and State personnel and pension
matters.

Constitutional and Administrative Law
Government operations; procedures of Executive
and Administrative departments and agencies;
election laws; workmen's compensation; and
amendments to the State Constitution.

Economic Matters

Licensing and regulation of businesses and labor
in general; insurance and banking regulation; un-
employment insurance; consumer protection; and
alcoholic beverages.

Environmental Matters

Regulation of natural resources and environmen-
tal matters, including related occupations and
professions; energy and utility regulation; land
use planning and zoning; and health and mental
health matters.

Judiciary

Judicial administration and court structure; legal
profession; crimes and penalties; criminal and civ-
il laws and procedures; juvenile justice; marriage
and divorce; real property; trusts, estates, and
probate matters; legal rights and immunities; and
motor vehicle laws.

Ways and Means

State and local taxation matters, including proper-
ty tax credit programs and assessments; financing
of State programs and services; education, health,
and welfare matters; transportation; gambling and
horse racing; and creation of judgeships.
