The former Department of Employment Securi-
ty established an Apprenticeship Information
Center in the spring of 1964 under the direction
of the U.S. Department of Labor, Bureau of Ap-
prenticeship and Training. In conjunction with
the opening, the Governor and the Mayor of
Baltimore City jointly appointed a Citizens Advi-
sory Committee. The Governor reactivated this
Committee in 1970 and rearoointed its members.

The Committee consists of employer groups, labor
minorities, the general public, and representatives
of State and local government. The primary duty
of the Committee is to review all manner of legis-
lation or official decisions that are made effecting
the execution of the apprenticeship system. The
Committee is also to promote opportunties for em-
ployment of youths as apprentices, act as consul-
tants and advisors to all groups concerning ap-
prenticeship, advise and assist in problem areas
where resistance to equal opportunity practices is
strong or determined, encourage the establishment
of formal apprenticeship programs, and study
ways and means of encouraging and accelerating
apprenticeship job opportunities. Officers serve for
one-year terms and appoint the Director.
