The Board of State Canvassers, originally cre-
ated by Chapter 202, Acts of 1896, had its mem-
bership expanded by Chapter 739, Acts of 1967.
Its membership was reconstituted by Chapter
555, Acts of 1969, and by Chapter 40, Acts of
1976.
The Board meets within thirty days after any
State election to tabulate the votes cast for each
candidate from the certified statements of votes
made by the city and county boards of
canvassers. The Board declares who is elected
and delivers a certificate of election to the Ad-
ministrative Board. It issues the proclamation of
election, keeps the records of the Board, and
delivers a copy to the Governor, who issues a
commission to the persons elected (Code 1957,
Art. 33, sees. 18-1, 18-2).

The Maryland Commission on the Capital
City, created by Chapter 202, Acts of 1965,
consists of a number of ex officio and five
appointed members, the latter of whom serve for
four-year terms, two terms expiring every two
years. No member can serve more than two con-
secutive four-year terms. The ex officio members
are the Lieutenant Governor of Maryland, the
President of the Senate, the Speaker of the House
of Delegates, the Secretary of State Planning, the

State Senators for Anne Arundel County, or any
portion of it, the Mayor of the City of Annapolis,
the County Executive of Anne Arundel County,
and the Superintendent of the United States Na-
val Academy.
The Commission, which is purely advisory, is
to examine means of preserving the colonial and
historic features of Annapolis. At the same time,
it is to plan for the city's orderly growth and de-
velopment. The Commission may also make spe-
cific recommendations on landmark resources, the
needs for governmental activities and community
resources and facilities, the city's physical devel-
opment, and any other community needs (Code
1957, Art. 41, sec. 360).

The Capital Debt Affordability Committee
was created in 1978 pursuant to Chapter 43,
Acts of 1978. It consists of the Comptroller, the
Treasurer, the Secretary of Budget and Fiscal
Planning, the Secretary of State Planning, and
one person appointed by the Governor. The
Treasurer by law is designated chairperson of
the Committee.
The Committee reviews the size and condi-
tion of the State debt on a continuing basis.
On or before August 1 of each year it
prepares and submits to the Governor and the
General Assembly its estimate of the maximum
amount of new general obligation debt that
prudently may be authorized for the next en-
suing fiscal year. In making this estimate the
Committee considers: 1) the amount of general
obligation debt that will be issued and out-
standing during that next fiscal year; 2) the
amount of general obligation debt that will be
authorized but unissued during such fiscal year;
3) the capital program plan for the ensuing
five fiscal years prepared by the Department of
State Planning; 4) projections of school con-
struction and capital improvement needs for
the ensuing five fiscal years prepared by the
Interagency Committee on School Construction;
