The Maryland School for the Deaf was
established in 1868 as a free public residential
school for deaf and hard-of-hearing children who
reside in the State. The Governor appoints the
thirty members of the Board of Visitors for indef-
inite terms (Acts 1867, chap. 247; 1868, chap.
409; 1880, chap. 19; 1916, chap. 76; 1957, chap.
148 as amended).
Chapter 462, Acts of 1968, established a
Branch of the Maryland School for the Deaf to
be located near the population center of the State
and to be administered and operated as part of
and subject to the Maryland School for the Deaf.
The first phase of this Branch School, which is
called Columbia Campus Maryland School for
the Deaf, opened in September 1973 (Code Edu-
cation Article, sec. 8-304).
The school offers an academic education simi-
lar to that of public schools and in addition
provides thorough instruction in communication
skills, including speech and speech reading, signs

and fingerspelling, auditory training, and use of
individual bearing aids. In addition to the aca-
demic program, courses of study in vocational
education are also offered to both male and fe-
male students. The vocational training includes
industrial arts, homemaking, and woodworking.
The school offers a broad athletic and physical
education program, including such major sports
as football, baseball, and track, as well as a wide
range of social and recreational activities. Voca-
tional rehabilitation services are available to all
graduating students to assist them in seeking em-
ployment, vocational or technical training, or
higher education.

The Medical Mutual Liability Insurance Soci-
ety of Maryland was created by Chapter 544,
Acts of 1975. The Society is governed by an elev-
en-member board of directors initially appointed
by the Governor. Thereafter, the directors are to
be elected by the members of the Society in ac-
cordance with the articles of incorporation and
bylaws.
The purpose of the Society is to provide for the
payment of indemnities to persons suffering inju-
ry arising out of the rendering or failure to render
professional services by physicians and to provide
the means whereby the physicians may obtain in-
surance against liability for injury due to the ren-
dering or failure to render any professional ser-
vice subject to the limitations and immunities
