The Washington Metropolitan Area Transit
Commission was established in 1961 for the
purpose of regulating privately-owned transpor-
tation facilities in the District of Columbia
metropolitan area. The Commission was creat-
ed by the Washington Metropolitan Area
Transit Regulation Compact, an agreement
among Maryland, the District of Columbia,
and Virginia. Maryland ratified the Compact
with the adoption of Chapter 613, Acts of
1959. The Washington Metropolitan Area
Transit District, also created by the Compact,
embraces the District of Columbia, the cities
of Alexandria and Falls Church, and Arling-
ton and Fairfax counties in Virginia and
Montgomery and Prince George's counties in
Maryland.
The Commission is composed of three
members. One member is appointed by the Gov-
ernor of Maryland, one by the Governor of Vir-
ginia, and one by the Mayor of the District of
Columbia. Each Commissioner serves a term co-
incident with his term of office on the agency
from which he is selected. The Commission annu-
ally selects its own officers.
The Commission has the power to prescribe
fares, regulations, and practices of transportation
companies and taxicabs in the area.
Expenses of the Commission are allocated an-
nually in proportion to the population of each
signatory in the metropolitan area. Maryland's
share is forty-four percent (Code 1957, Art. 41,
sees. 257-307).

The Maryland Wholesale Food Center Author-
ity, originally created as the Greater Baltimore
Consolidated Wholesale Food Market Authority
by Chapter 145, Acts of 1967, is to establish, op-
erate, and maintain a consolidated food center
within the Greater Baltimore Region. By Chapter
475, Acts of 1972, the Authority assumed the lia-
bilities and interim operation of the Baltimore
Wholesale Produce Market administered by the
former New Marsh Wholesale Produce Market
Authority. On January 15, 1976, the Baltimore
Wholesale Produce Market facility reverted by
deed to the City of Baltimore to be used for
purposes other than as a produce market.
The Authority consists of the Comptroller of
the Treasury, the Secretary of the Department of
General Services, the Secretary of the Department
of Agriculture, and the Director of Extension
Services of the University of Maryland who serve
ex officio and eight members appointed for five-
year terms by the Governor with the advice and
consent of the Senate. One or more terms expire
each year and any member may be reappointed.
One member must be a resident of Howard
County. The Authority selects its own officers
and staff.
Chapter 729, Acts of 1975, revised the compo-
sition of the Advisory Council to consist of elev-
en members, with five members appointed by the
Maryland Agricultural Commission and five
appointed by produce merchants who are tenants
in the Maryland Wholesale Produce Market. The
Executive Director of the Authority serves as the
• non-voting, ex officio Chairperson of the Adviso-
ry Council. This same Act changed the name of
• the Authority from the Greater Baltimore Con-
solidated Wholesale Food Market Authority to
the Maryland Wholesale Food Center Authority.
